ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS ROADS, BURNLEY, CHORLEY, HYNDBURN, PENDLE, PRESTON, ROSSENDALE, WEST LANCASHIRE AND WYRE) (REVOCATIONS AND VARIOUS PARKING RESTRICTIONS 21-22 (NO2)) ORDER 2023
NOTICE IS HEREBY GIVEN that on 23 August 2023
Lancashire County Council made the above Traffic
Regulation Order under Sections 1, 2 and 4 of and Part
IV of Schedule 9 to the Road Traffic Regulation Act
1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Burnley Area)
(On Street Parking Places, Prohibition and
Restriction of Waiting) Consolidation Order 2009"
insofar as it relates to:
i. Items (174)b) and )186)e)(v) of Schedule 10.01;
ii. Item (15) of Schedule 11.038.
b) The "Lancashire County Council (Hyndburn Area)
(On Street Parking Places, Prohibition and
Restriction of Waiting) Consolidation Order 2009"
insofar as it relates to:
i. Item (66) of Schedule 10.01;

2. Introduce a prohibition of stopping in the following
lengths of road:
a) Euxton Lane (B5252), Chorley, all sides, from a
point 17 metres west of its junction with the
centreline of Badgers Walk, in a westerly direction
to its junction with B5252 West Way;
b) Euxton Lane (C196), Euxton, all sides, from its
junction with West Way, in a westerly direction, to a
point 65 metres east of its junction with the
centreline of A49 Wigan Road;
c) Ormskirk Road, Bickerstaffe, all sides, from its
junction with St Helens Road to and including the
roundabout forming its junction with Skelmersdale
Road (A506) and Lyelake Lane (B5240)
Bickerstaffe;
d) St Helens Road, Ormskirk, all sides, from its
junction with Ormskirk Road (A570), in a
north-westerly direction, to a point 479 metres
south-east of its junction with Small Lane;

3. Introduce prohibition of waiting in the following
lengths of road:
a) Abingdon Road, Padiham, the north side, from a
point 9 metres west of its junction with Wytham
Street for a distance of 18 metres in an easterly
direction;
b) Black Moss Lane, Ormskirk, the north east side,
from a point 15 metres north-west of its junction
with the centreline of Ryburn Road for a distance of
30 metres in a south-easterly direction;
c) Black Moss Lane, Ormskirk, the south west side,
from a point 12.5 metres south-east of its junction
with the centreline of Chestnut Grange for a
distance of 25 metres in a north-westerly direction;

4. Introduce a prohibition of loading in Gable End 3
Burnley Road East, Rawtenstall, Rossendale, all
sides, from a point 5 metres east of its junction with
the centreline of Burnley Road East for its entire
length within the unadopted bus turning circle.
5. Introduce a restriction of waiting Monday to Friday
between 8am and 4pm in Hibson Road, Nelson, the
west side, from a point 23.5 metres north of its
junction with the centreline of Halifax Road for a
distance of 36 metres in a northerly direction.
6. Introduce a restriction of waiting Monday to Friday
between 8am and 5pm in Singleton Close, Preston,
all sides, from its junction with the centreline of
Levensgarth for its entire length.
7. Introduce a restriction of waiting Monday to Friday
between 8am and 6pm in the following lengths of
road:
a) Black Moss Lane, Ormskirk, the south west side,
from a point 43 metres north-west of its junction
with the centreline of High Moss for a distance of
159 metres in a north-westerly direction;
b) St Helens Road, Ormskirk, the north-east side, from
a point 165.5 metres southeast of its junction with
the Centreline of Small Lane for a distance of 313.5
metres in a south easterly direction;
c) St Helens Road, Ormskirk, the south-west side,
from a point 175.5 metres southeast of its junction
with the Centreline of Small Lane for a distance of
303.5 metres in a south easterly direction.
8. Introduce a restriction of waiting Monday to
Saturday between 8am and 6pm in the following
lengths of road:
a) Cobden Street, Accrington, the south west side,
from a point 63 metres south of its junction with the
centreline of Eastgate for a distance of 64 metres in
a general south easterly direction;
b) Hope Street, Preston, the south east side, from a
point 10.5 metres north east of its junction with the
centreline of Corporation Street for a distance of 29
metres in a north easterly direction.
9. Introduce a prohibition of stopping on school keep
clear markings Monday to Friday between 8am and
6pm in the following lengths of road:
a) Roe Hey Drive, Coppull, the south east side, from a
point 82.06 metres southwest of its junction with
the centreline of Clayton Gate for a distance of
31.56 metres in a south westerly direction;
b) Roe Hey Drive, Coppull, the south east side, from a
point 49.5 metres southwest of its junction with the
centreline of Clayton Gate for a distance of 31.56
metres in a south westerly direction.
10. Introduce a prohibition of stopping on school keep
clear markings Monday to Friday between 8am and
5pm in the following lengths of road:
a) Hibson Road, Nelson, from a point 19.5 metres
southwest of its junction with the Centreline of the
south westerly junction of Brier Crescent for a
distance of 25.5 metres in a north easterly direction;
b) Hibson Road, Nelson, from a point 39 metres
northeast of its junction with the south westerly
junction of Brier Crescent for a distance of 25.5
metres in a north easterly direction.
11. Introduce a limited waiting parking place for 1 hour,
with no return within 2 hours, Monday to Saturday
between 8am and 6pm in Hope Street, Preston, the
north west side, from a point 10.5 metres north east
of its junction with the centreline of Corporation
Street for a distance of 29 metres in a north easterly
direction.
This Order will come into force on the 04 September
2023. A copy of the Order, and all other relevant
documents may be inspected during normal office hours

its provisions on the grounds that it or they are not within
the powers conferred by the Act, or that any requirement
of the Act or of any instrument made under the Act has

from the date on which the order is made, apply for the
purpose to the High Court.
