THE HILLINGDON (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) TRAFFIC ORDER 2022 (AMENDMENT NO. 5) ORDER 2023
Hillingdon Council gives notice that on 25th August 2023 it made the above Orders to:
1. Install ‘at any time’ waiting restrictions in sections of roads as set out in the Schedule to this notice below.
2. Install blue badge disabled parking bays at the following locations:
i) Outside No. 144 Waltham Avenue, Hayes
ii) Outside No. 47 Skipton Drive, Hayes
iii) Outside No. 67 Charnwood Road, Hillingdon
iv) Outside No. 57 Chaucer Avenue, Hayes
v) Outside No. 71 – 87 Heather Lane, West Drayton
vi) Outside No. 309 Victoria Road, Ruislip
vii) On Appletree Avenue, Yiewsley adjacent to No. 17 Birch Avenue.
viii) Outside No. 127 to 157 Cranford Drive, Hayes.
ix) Outside. No 11 & 12 Ruislip Court, Raleigh Close, Ruislip.
3. Remove the following redundant disabled parking bays:
i) Outside No. 9 Keir Hardie Way, Hayes
ii) Alongside No. 222 West End Road in Roundways, Ruislip
iii) Outside No. 30 Bartram Close, Hillingdon
iv) Outside No. 87 Raeburn Road, Hayes.
v) Outside No. 338 West End Road, Ruislip.
4. Convert the Zone C1 permit holder parking place outside No. 2 Dellfield Crescent, Cowley to a blue badge disabled parking bay.
5. Convert the existing ‘Monday to Saturday 8am to 6.30pm’ waiting restrictions on the north side of East Way, Hayes to ‘at any time’ waiting restrictions.
6. Introduce a section of ‘Monday to Saturday 8am to 6.30pm’ waiting restrictions on the east side of Long Lane, Hillingdon, between northern boundary of No. 180 Long Lane, northwards for 19.5 metres.
7. Introduce a 40mph speed limit on the section of Rickmansworth Road, Harefield, between the Borough boundary with Three Rivers District Council and the existing 30mph speed limit approximately 80 metres northeast of the northeastern kerbline of Hall Drive.
8. Remove the Zone WD6 permit holder parking place outside Nos. 33 and 35 Lavender Rise, West Drayton. Replace with ‘at any time’ waiting restrictions extending between the adjacent permit holder parking places.
9. Establish permit holder parking places (operational ‘Monday to Friday 11am to Midday’) in which a vehicle may be left during the permitted hours if it has a valid Zone WD8 permit in the section of Drayton Gardens, West Drayton between the junction of Swan Road to outside No. 76 Drayton Gardens.
10.Introduce waiting restrictions operational ‘Monday to Friday 11am to Midday’ in the section of Drayton Gardens, West Drayton between the junction of Swan Road to outside No. 76 Drayton Gardens.
11. Convert a section of the existing ‘Monday to Saturday 8am to 6.30pm’ waiting restrictions on the northeast side of Park Road, Hayes 10 metres either side of the junction with Regents Close to ‘at any time’ waiting restrictions.
12. Extend and realign the no stopping school keep clear markings operational ‘Monday to Friday 8am to 10am and 2.30pm to 4.30pm’ on Owen Road, Hayes outside Belmore Primary School. New extent along the southwest side of the road, from a point opposite the common boundary of Nos. 25 and 26 Owen Road north-westwards for a distance of 144.24 metres.

All above charges could be subject to change.
Copies of the Orders which will come into operation on 4th September 2023 can be seen by appointment at the Civic Centre, Uxbridge during normal office hours, for six weeks following the date on which this notice is published. Copies of the Orders can be obtained from the Transport & Projects team, by email parkingmanagementschemes@hillingdon.gov.uk. If any person wishes to question the validity of these Orders or any of the provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which these Orders were made, apply for the purpose to the High Court.

SCHEDULE – INSTALLATION OF ‘AT ANY TIME’ WAITING RESTRICTIONS
PORTLAND ROAD, HAYES – Between a point opposite No. 44 & 46 Portland Road and the junction with Exmouth Road.
COWLEY CRESCENT, COWLEY – At both junctions with High Road, Cowley.
HIGH ROAD, COWLEY – At both junctions with Cowley Crescent.
WHITBY ROAD, RUISLIP – Extend the existing double yellow lines near the junction with Victoria Road by 10 metres northeastwards.
WORCESTER ROAD, UXBRIDGE – At the junction with Carriage Place.
ST MARY’S ROAD, HAREFIELD – At the junction with Church Road.
CHURCH ROAD, HAREFIELD – At the junction with St Mary’s Road.
DRAYTON GARDENS, WEST DRAYTON
i) On both sides of the corner outside No. 74 Drayton Gardens.
ii) On the inside of the corner outside No. 94 Drayton Gardens.
ALMOND AVENUE, ICKENHAM – Extend the existing double yellow lines on the northeast side of the road from junction with Ivy House Road adjacent to No. 13 Ivy House Road.
REGENTS CLOSE, HAYES – At the junction with Park Road, extending further on the southeast side up to No. 39 Regents Close.
