Temporary Traffic Management Order (No.2) 2023
On 23 August 2023 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to:- 1. Prohibit vehicles from entering or proceeding in the entire length of D4003 Walnut Tree Close and D4003 Woodbridge Meadows, Guildford. 2. Suspend “The Surrey County Council Woodbridge Meadows (D4003) and Walnut Tree Close (D4003) Guildford (One-Way System and Contra-Flow Cycle Lane) (No.1) Traffic Regulation Order 2023” in its entirety. 3. Suspend the Second Schedule to “The Surrey County Council Various Roads in the Borough of Guildford Temporary Prohibition of Traffic Order No.2 2023”. 4. Suspend “The Surrey County Council D4003 Walnut Tree Close and D4003 Woodbridge Meadows, Guildford Temporary Traffic Management Order 2023” in its entirety.
This Traffic Order is required to enable:- (i) Southern Gas Networks to carry out gas mains maintenance and/or connection works in D4003 Walnut Tree Close between the south-eastern property boundary of “The Mews” and the north-western property boundary of “Wey View Court”. (ii) ALS Civil Engineers to carry out electrical cabling works to make a new customer connection and/or maintenance works on behalf of UK Power Networks in D4003 Walnut Tree Close alongside the southern property boundary of “Carriage House”.
These works are anticipated to be carried out within 5 weeks of the 12 month period of operation of this Temporary Order that commences on 04 September 2023. For part (i) works are anticipated to be carried out within 26 days from 04 September 2023. For part (ii) works are anticipated to be carried out within 7 days from 09 October 2023. Advanced warning signs will be displayed and the temporary closures and suspension of the one-way system which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times.
Access for emergency services, residents, businesses, cyclists and equestrians will be maintained at all times via the alternative route:- (Clockwise) Woodbridge Meadows, Woodbridge Road, Onslow Street, Park Street and Walnut Tree Close. (Anti-Clockwise) – Walnut Tree Close, Bridge Street, Onslow Street, Woodbridge Road and Woodbridge Meadows.
Shere Hill Climb, Charity Car Parade
Staple Lane (C45), East Clandon (Temporary Prohibition of Traffic) Order 2023
On 23 August 2023 Surrey County Council made the above mentioned Temporary Traffic Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”), the effect of which will be to prohibit all vehicles from entering or proceeding along that length of Staple Lane (C45), East Clandon that extends from its junction with Epsom Road (A246) to its junction with Combe Lane (D259) and/or any part and/or any parts therein, such restriction shall also apply in relation to the riding, leading or driving of horses or any other animals. The Temporary Traffic Order is required to enable the holding of a charity car parade on the length of Staple Lane described above.
The temporary prohibition specified above will not apply to vehicles being used in connection with the said parade (including those used for traffic management purposes), or to anything done on the direction or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area and for the removal of any obstruction to traffic.
The Council are satisfied, in accordance with subsection (3) of Section 16A of the Act, that the event to which the Order relates cannot be held otherwise than on a road. Access for pedestrians; and dismounted cyclists will be maintained under the direction of a marshal. Access for residents will be maintained under the direction of a marshal from the southern end of the temporary closure. Vehicular traffic will be diverted via Epsom Road (A246), Epsom Road (A25), Shere Road (A25) and Combe Lane (C45).
The Order will come into effect on 3 September 2023, for a period of 1 day and is anticipated to apply from 6am until 6pm but the prohibitions will only be operative while the relevant traffic signs are displayed. A copy of the Order and plan showing the length of road affected and diversion route may be inspected free of charge at the following locations: Guildford Library, 77 North Street, Guildford, GU1 4AL; and Horsley Library, Parade Court, Ockham Road South, East Horsley, KT24 6QR. Blanchards Hill (D51) Jacobs Well
Temporary Prohibition of Traffic Order 2023
On 23 August 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of the left hand arm of Blanchards Hill (D51) Jacobs Well (service road) as extends from its junction with the access to the property known as “Willow Fall” to its junction with the access to the property known as “Edge Lea”.
Alternative Route: Blanchards Hill. This Order is required to facilitate relaying service pipe works for, or on behalf of Affinity Water. These works are anticipated to be carried out over 5 days between the hours of 8am and 5pm, during the 12 month period of operation of this Temporary Order that commences on 04 September 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.
Milford Lodge (D657) Godalming
Temporary Prohibition of Traffic Order 2023
On 23 August 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Milford Lodge (D657) Godalming as extends from its junction with (D657) Busdens Way and includes the eastern semi-circular arm in the vicinity of Pilgrims Court, Milford Lodge to its junction with the (D657) Footpath from Milford Lodge to Church Road.
There is no alternative route for this closure. This Order is required to carry out main replacement works by, or on behalf of Thames Water. These works are anticipated to be carried out over 14 weeks, between Monday and Friday 8am to 6pm and Saturdays 8am to 5pm during the 12-month period of operation of this Order which will commence on 04 September 2023.
Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access for emergency services, residents and businesses will be maintained when and where safe to do so. In the event that it is necessary to restrict any access at any time, under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24 hour period. Road plates to be added out of hours.
Guildford Street (D3040) and Guildford Street (B375) Chertsey
Temporary Prohibition of Traffic Order 2023
On 23 August 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of; a) Guildford Street (D3040) Chertsey as extends from its junction with (A317) Pyrcroft Road to its junction with (B375) Curfew Bell Road and; b) Guildford Street (B375) Chertsey as extends from its junction with (B375) Curfew Bell Road to its junction with (B375) Heriot Road.
Alternative Route: (A317) Eastworth Road, (B387) Fordwater Road, Weir Road, (B375) Bridge Road, London Street, Heriot Road, and (B375) Guildford Street. This Order is required to facilitate highways carriageway patching works and/or maintenance works by, or on behalf of Surrey County Council. These works are anticipated to be completed as soon as possible within 18-month period of operation of this Order which will commence on 05 September 2023. These will be nightworks, between the hours of 8pm and 6am. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed.
Access for pedestrians and dismounted cyclists will be maintained at all times. Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained only when safe to do so, if necessary, via the diversion route. All other traffic will be required to use the signed diversion route. During certain phases of the works, vehicular access to premises may be restricted, when this is the case such restriction of access will apply for no more than eight hours within any 24-hour period.
Ethel Road (D3425) Ashford
Temporary Prohibition of Traffic Order 2023
On 23 August 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Ethel Road (D3425) Ashford which extends from its junction with Stanwell Road to the property boundary line between No.1b Ethel Road and No.223b Stanwell Road. This Order is required to enable Affinity Water to carry out water works, which is anticipated to be completed within 3 days, between 8am and 5pm, during the 12 month period of operation of this Order which will commence on 29 August 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Due to the nature of the works, access to premises within the affected length of road and emergency service vehicles will be maintained via the signed diversion route. Alternative Route – Stanwell Road and Links Road or vice versa.
Blacksmith Lane (D218) Chilworth
Temporary Prohibition of Traffic Order 2023
On 23 August 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Blacksmith Lane (D218) Chilworth which extends from its junction with Halfpenny Close to its junction with Dorking Road, and any parts thereof.
This Order is required to enable Clancy Group to carry out ducting works and other associated fibre optic works, which is anticipated to be completed within 3 days, between 9am and 6pm, during the 12 month period of operation of this Order which will commence on 29 August 2023. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained at all times, as will access for pedestrians, dismounted equestrians and dismounted cyclists. Alternative Route – Dorking Road, Chilworth Road, Guildford Lane, White Lane and Halfpenny Lane or vice versa.
Brunswick Close (D3833) Walton-on-Thames
Temporary Prohibition of Traffic Order 2023
On 23 August 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Brunswick Close (D3833) Walton-on-Thames. This Order is required to enable Network Plus and/or Herts Traffic to carry out water connection works, which is anticipated to be completed within 3 days, between 8am and 6pm, during the 12 month period of operation of this Order which will commence on 30 August 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. As Brunswick Close is a cul-de-sac, there is no diversion route available for this road closure.
Stoughton Road (D4023) Guildford
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Stoughton Road (D4023) Guildford that is crossed by the bridge known as “Stoughton Lane Bridge” (WPH117/13) and for a distance of 20 metres either side. Alternative Route: Stoughton Road, (A320) Woking Road, (A25) Ladymead, (A322) Aldershot Road, (A322) Worplesdon Road, and Stoughton Road or this route in reverse.
This Order is required to facilitate roadside, and underside structural bridge works for, or on behalf of Network Rail. These works are anticipated to be carried out in sections throughout the 18-month period of operation of this Temporary Order that commences on 23 September 2023. Note: The phases of work are anticipated to be carried out: (1) Saturday 23 September 2023 to Monday 25 September 2023 between the hours of 11pm and 4am. (2) Saturday 07 October 2023 to Monday 09 October 2023 between the hours of 11pm and 4am. (3) Saturday 11 November 2023 to Monday 13 November 2023 between the hours of 11pm and 4am. (4) Saturday 25 November 2023 to Monday 27 November 2023 between the hours of 11pm and 4am. (5) Saturday 06 January 2024 to Monday 08 January 2024 between the hours of 1am and 4am. (6) Saturday 13 January 2024 to Monday 15 January 2024 between the hours of 1am and 4am. Saturday 20 January 2024 to Monday 22 January 2024 between the hours of 11pm and 4am. (8) Saturday 23 March 2024 to Monday 25 March 2024 between the hours of 11pm and 4am.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents will be maintained at all times. Access for pedestrians and dismounted cyclists will be maintained at all times via the footbridge. All other vehicular traffic, including the emergency services will be required to use the signed diversion route.
Shere Lane (C46) Shere
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Shere Lane (C46) Shere. Alternative Route: (D226) The Square, (C46) Middle Street, Gomshall Lane, (A25) Shere Road, (A248) Sherbourne, (D194) New Road, (D222) Park Road, Shere Heath Road, and (C46) Sandy Lane. This Order is required to facilitate telecom connection works for, or on behalf of Clancy Group. These works are anticipated to be carried out over 5 days between the hours of 9am and 6pm within 12-month period of operation of this Order which will commence on 18 September 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route.
The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
Hurstdene Avenue (D3304) Staines Upon Thames
Temporary Prohibition of Traffic Order (No.2) 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; a) the Westbound carriageway of Hurstdene Avenue (D3304) Staines Upon Thames as extends from its junction with (D3304) Beechwood Avenue to its junction with (C244) Worple Road and; b) suspend “The Surrey County Council D3304 Hurstdene Avenue, Staines Upon Thames Temporary Prohibition of Traffic Order 2022” insofar as it relates to that length of Hurstdene Avenue (D3304) Staines Upon Thames specified in part (a) of this Notice.
Alternative Route: Beechwood Avenue, Cherry Tree Avenue, Chestnut Grove, Kingston Road, and Worple Road. This Order is required to facilitate relaying of service pipe works for, or on behalf of Affinity Water. These works are anticipated to be completed over 3 days between the hours of 8am and 4pm during the 12-month period of operation of this Order which will commence on 18 September 2023.
Advanced warning signs will be displayed, and the temporary closure, which is anticipated to be in force 24 per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times via the road plates on site, as will access for pedestrians and cyclists.
Hydon Heath (C32) Godalming
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Hydon Heath (C32) Godalming as extends from its junction with (D162) Clock Barn Lane to its junction with (C32) Salt Lane.
Alternative Route: Salt Lane, Hambledon Road, and Clock Barn Lane or this route in reverse. This Order is required to facilitate overhead cabling works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 24 September 2023.
Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the operatives on site, as will access for pedestrians and cyclists.
Station Parade (D647) East Horsley
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (“the Act”) the effect of which will be to prohibit vehicles from entering or proceeding in that length of Station Parade (D647) East Horsley which extends from its junction with Kingston Avenue to its junction with Ockham Road South Access to Garages.
This Order is required to enable Network Plus to carry out water connection works, which is anticipated to be completed within 4 days, between 8am and 6pm, during the 12 month period of operation of this Order which will commence on 12 September 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Due to the nature of the works, access for emergency services will not be maintained. Vehicular access to premises may also be restricted. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. Alternative Route – Ockham Road South.
Everest Road (D3219) Stanwell
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (“the Act”) the effect of which will be to prohibit vehicles from entering or proceeding in that length of Everest Road (D3219) Stanwell which extends from its junction with Corsair Road to its junction with Clare Road and any parts thereof. This Order is required to enable Affinity Water to carry out water works and/or pipe service works, which is anticipated to be completed within 3 days, between 8am and 5pm, during the 12 month period of operation of this Order which will commence on 13 September 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency vehicles to these properties, will be maintained at all times via road plates. Access for pedestrians and cyclists will also be maintained. Alternative Route – Clare Road and Hadrian Way or vice versa.
Havers Avenue (D3902) Hersham
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (“the Act”) the effect of which will be to prohibit vehicles from entering or proceeding in that length of Havers Avenue (D3902) Hersham which extends from its junction with Thrupps Lane southwards for a distance of 48 metres. This Order is required to enable Network Plus to carry out water connection works, which is anticipated to be completed within 4 days, between 8am and 6pm, during the 12 month period of operation of this Order which will commence on 11 September 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency vehicles to these properties, will be maintained at all times, as will access for pedestrians and cyclists. There is no diversion route available for this road closure.

Temporary Prohibition of Traffic Order 2023
On 5 September 2023 Surrey County Council will make the above mentioned Temporary Order, the effect of which is to prohibit all traffic on foot or by any other means from entering or proceeding along the length of: Public Footpath 63 (Egham)/West Drive from London Road (A30) to Bourneside, Public Footpath 74 (Egham) from Public Footpath 174 (Chobham) to Public Footpath 63 (Egham), Public Footpath 75 (Egham) from Public Footpath 74 (Egham) to Public Footpath 175 (Chobham), Public Footpath 80 (Egham) from the County boundary to Public Footpath 174 (Chobham), Public Footpath 174 (Chobham) from Public Footpath 80 (Egham) to Public Footpath 74 (Egham), and Public Footpath 175 (Chobham) from its southern end to Public Footpath 75 (Egham).
The Order is required on the grounds of safety and security during the BMW PGA Championship at Wentworth Club. It will be in operation from 0600 on Sunday 10 September 2023 until 2000 on Monday 18 September 2023. That period can be extended by the Secretary of State for Transport if required. The event is scheduled to finish on Sunday 17 September 2023. However, if play is delayed for any reason (e.g. bad weather), it could possibly continue onto Monday 18 September 2023.
The prohibition described above shall not apply to emergency service vehicles in an emergency. The prohibition described above will only be operative while the County Council, or an authorised person acting on its behalf, displays traffic signs prohibiting the said movements. Access to properties will not be affected.
There will be no alternative routes.
The ‘The Surrey County Council Public Footpaths 63, 74, 75 & 80 (Egham) and Public Footpaths 174 & 175 (Chobham) Temporary Prohibition of Traffic Order 2023’ will be made by the County Council under Section 16A of the Road Traffic Regulation Act 1984.
