What is happening?

The Surrey County Council

Amendments to Waiting and Loading Restrictions And On-Street Parking Places in the Borough of Woking Surrey County Council propose to make “The Surrey County Council (Various Roads in Woking) (Amendment of Waiting, Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.7) Order 202-“, pursuant to Sections 1, 2, 4, 14, 32, 35, 36 and 45 to 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984: The purpose and effect of which is to amend the following Orders:- (1) The Surrey County Council (Various Roads in Woking) (Revocation and Consolidation of Waiting Loading and Unloading Prohibition and Restriction) Order 2019; (2) The Surrey County Council Woking Controlled Parking Zone (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019; (3) The Surrey County Council West Byfleet Controlled Parking Zone in the Borough of Woking (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019; (4) The Surrey County Council Brookwood Controlled Parking Zone in the Borough of Woking (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019; (5) The Surrey County Council (Various Roads in Woking) (Consolidation of Free Street Parking Places and Revocation) Order 2019; (6) The Surrey County Council (Various Roads in Woking) (Consolidation of Loading bays and Revocation) Order 2019; (7) The Surrey County Council Various Roads in the Borough of Woking (Residents’ On- Street Parking Places) Order 2019; (8) The Surrey County Council (Various Roads in Woking) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2019; (9) The Surrey County Council (Various Roads in the Borough of Woking) (Prohibition of Stopping Outside Schools) Order 2019; so as to: -

Prohibit waiting by vehicles in certain lengths of the

roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule;

Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions;

Provide such free on-street parking places in certain lengths of the roads specified in the Second Schedule to this Notice to operate at the times and with such limitations as specified therein;

Specify that the vehicles which may be left in such free on-street parking places shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles;

Provide such residents’ parking places in certain lengths of roads specified in the Third Schedule to this Notice, for use by valid permit holders within the appropriate zone, operational on the days and at the times specified therein;

Provide such dual use voucher/permit parking places in certain lengths of the roads as are specified in the Fourth Schedule to this Notice; for use at the times and on the days specified in the said Schedule, for use by such vehicles as specified in sub-paragraph (d) above or valid permit holders for appropriate area within the Woking Controlled Parking Zone (CPZ);

Provide that vehicles left by specified disabled persons may wait in the on-street parking places referred to above, at all times without time limit;

Provide that certain other vehicles may wait in the on- street parking places described above in certain circumstances e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.;

Provide that in the case of any of the on-street parking places specified above, outside the hours of operation indicated in the said Schedules, any vehicle may be left in any of those on-street parking places for any period without time limit;

Prohibit the stopping of vehicles outside schools between 8.15am-9.15am and 2.30pm-4pm every day as indicated by zig-zag markings on site, in a certain length of Kings Head Lane – Byfleet (restriction with consent of the landowner). The usual exemptions shall apply, namely any person causing a vehicle to stop in order to avoid an accident if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council;

Revoke without replacement restrictions on loading and unloading on the days in certain lengths of the roads specified in the Sixth Schedule to this Notice and at the times indicated in the said Schedule;

Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the Borough of Woking, which will not affect the operation of those prohibitions and restrictions:- (1) The Surrey County Council (Borough of Woking) Free On-Street Parking Places (Police Vehicles) Order 2019; (2) The Surrey County Council (Borough of Woking) (Bus Parking Places and Revocation) Order 2019; (3) The Surrey County Council Various Roads in the Borough of Woking (On-Street Car Club Parking Places) Order 2019 (4) The Surrey County Council (Various Roads in Woking) Electric Vehicle Parking Places Order 2021.

A copy of the plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing the Orders may be inspected, free of charge during normal opening hours, at:- (a) Surrey County Council, Merrow Complex, Merrow Lane, Merrow, Guildford, GU4 7BQ; (b) Woking Library, Gloucester Walk, Woking, GU21 6EP; (c) West Byfleet Library, The Old Sorting Office, Rosemount Avenue, Surrey, KT14 6LB; and (d) Knaphill Library, 4 Anchor Crescent, Knaphill, GU21 2PD. Copies of the previous Orders may be viewed at the Surrey County Council office specified above. In addition, plans detailing these proposals may be viewed on-line on our website at: www.surreycc.gov.uk/wokingparking (look for Woking 2023 parking review).

If you wish to object to, or make representations relating to the proposed Order, you must send the grounds for your objection or representation (including any in support), by

(1) using the online form via the webpage quoted above; or

(2) in writing to Mr D Curl at Hazel House, Merrow Lane, Guildford, Surrey GU4 7BQ; by 21 September 2023.

Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated. Any reference to a road in the Schedules is a reference to part of the road only.
