What is happening?

TEMPORARY ROAD CLOSURES EAST ROW Jnc SOUTHERN ROW
The Royal Borough of Kensington and Chelsea has made an Order under The Road Traffic (Temporary Restrictions) Act 1991 Schedule 1 - Section 14 (1) (A) and all other enabling powers prohibiting vehicles from proceeding or waiting in roads cited below. Where necessary to maintain access for residents and occupiers one way or two-way traffic working may be imposed on affected roads.
ROAD CLOSED TO VEHICLES FOR UTILITY WORKS.
East Row to be closed at the junction of Southern Row To be closed from 08.00hrs until 18.00hrs on Wednesday 30th August, or until such time as the works are complete.
Diverted through traffic may use East Row, Kensal Road, Bosworth Road, Southern Row, in each direction.
Access will be maintained for residents and occupiers.
Nothing in this Order shall apply to anything done with the permission of, or at the direction of, a police constable in uniform or a traffic warden.
Nothing in this Order shall apply to any vehicle being used for police, fire brigade or ambulance purposes, or for the purposes of a statutory undertaker in an emergency.
