(Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.41) Order 202*
(Various Roads (Southeast of Commonwealth Link) (Beaulieu) Springfield) (20mph Zone) Order 202*

Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 47, 49, 53, 84(1)(a) and (2), Part IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order: To implement ‘Permit Holders Only Zone, Mon-Fri 8am-10am and 2pm-4pm’ on the following lengths of road, (Southeast of Commonwealth Link) (Beaulieu) Springfield, in the City of Chelmsford.

Road - Description

Choat Place From its junction with Harold Teager Crescent for its entire length excluding parking courts and private drives.

Frank Praill Road From a point approximately 12 metres east of its junction with Commonwealth Link eastwards to its junction with Harold Teager Crescent, excluding the private drive.

George Crowfoot Drive From its northern and southern junctions with Harold Teager Crescent, to the points where it meets the private drives.

Harold Teager Crescent From its northern junction with George Crowfoot Drive to its southern junction with George Crowfoot Drive, for its entire length excluding the parking courts.

William Lancaster Avenue From its junction with Harold Teager Crescent, southwards for its entire length excluding the private drive and parking court.

All residential properties of Choat Place, Frank Praill Road, George Crowfoot Drive, Harold Teager Crescent, and William Lancaster Avenue inclusive of those with private drives will be eligible to apply for a permit. This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tiles: TL725 102 revision 4 to revision 5.

To implement ‘20mph Zone’ on the following lengths of road, (Southeast of Commonwealth Link) (Beaulieu) Springfield, in the City of Chelmsford.

Road - Description

Choat Place From its junction with Harold Teager Crescent for its entire lengths, including any turning heads.

Frank Praill Road From a point approximately 12 metres east of its junction with Commonwealth Link for its entire length including the Private Drive.

George Crowfoot Drive From its northern and southern junctions with Harold Teager Crescent, for its entire lengths, including any turning heads.

Harold Teager Crescent From its northern and southern junctions with George Crowfoot Drive, for its entire lengths.

William Lancaster Avenue From its junction with Harold Teager Crescent, for its entire lengths, including any turning heads.

(Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.44) Order 202*

Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53, and Parts IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)

Effect of the order: To Revoke: ‘No Waiting Mon-Sat 7:30am-7pm’ Restrictions and Implement: ‘No Waiting at Any Time’ Restrictions, on the following lengths of road, in the City of Chelmsford.

Road - Description

B1137 Springfield Road NORTHWEST SIDE: From a point approximately 18 metres northeast of its junction with Abbotts Place, (where the existing No Waiting at Any Time Restriction ends), northeast for a distance of approximately 73.4 metres, (to where it meets the existing No Waiting at Any Time Restriction).This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tile: TL715 070 Revision 1 to Revision 2.

(A414 Greenbury Way & Margaretting Road, Writtle) (Zenfest) (Special Event) (Temporary 30mph Speed Limit) Order 2023

Notice is hereby given that the Essex County Council has made the above Orders under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).

Effect of the Order: To temporarily introduce a 30mph Speed Limit on the following length of roads, Writtle in the City of Chelmsford. The existing speed limit is 60mph on both roads.

Road - Description

Margaretting Road, Writtle From the roundabout with A414 Greenbury Way south for an approximately 1400 metres.

A414 Greenbury Way, Writtle From a point approximately 369m east of the roundabout with The Causeway, east for approximately 1100 metres.

The restrictions are scheduled to commence on the 19 August 2023 for one day between the hours of 08:00 to 23:59.

The restrictions are required for the safety of the public, to allow for safe ingress and egress for pedestrians and vehicles for the Zenfest event. The event is taking place on land at Kings Farm East of Margaretting Road. Members of the Public are advised to avoid using these routes if possible, during the above date.

The Order will come into Operation 19 August 2023 and may continue in force for 18 months or until all the event has taken place, whichever is the earlier.

(Footpath 21, Margaretting) (Maldon Road Level Crossing)
(Temporary Prohibition of Use) Order 2023

Further to the notices under Section 14(2) of the Road Traffic Regulation Act 1984 (as amended) commenced on 12 July 2023 and 1 August 2023.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984(as amended) Effect of the order: To temporarily close Footpath 21, Margaretting (Maldon Road Level Crossing) in the City of Chelmsford, from the fence line (Network Rail boundary) over the Level Crossing for an approximately 30 metres.

The closure is scheduled to commence on 23 August 2023 to 23 February 2024 or where appropriate signs are showing and weather permitting. The closure is required due to the likelihood of danger to the public due to insufficient warning time to safely cross the railway at this location.

The alternative route will be via Maldon Road, Footpath 20, B1002 and the A12 Slip Road, vice versa.

The Order will come into effect on 23 August 2023 and may continue in force for 6 months unless extended by the Secretary of State.

(Barnard Road, Galleywood)
(Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Barnard Road, Galleywood in the City of Chelmsford, from a point approximately 90m north of its junction with Home Mead for a distance of approximately 45m in a northerly direction. The closure is scheduled to commence on 12th September 2023 for 2 days, or where stated on a valid permit (BC008OGEA89219594 – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while fibre optic cabling works are undertaken by Openreach.

An alternative route is available via Barnard Road, Watchouse Road, Stock Road, Ponds Road, Well Lane and vice versa.

The Order will come into effect on 24th August 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Littley Park Lane, Felsted/Chelmsford) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Littley Park Lane, Felsted/Chelmsford in the District of Uttlesford/City of Chelmsford, from the junction with Hartford End to the junction with Littley Green Road a distance of approximately 1170m. The closure is scheduled to commence on 11th September 2023 for 3 days, or where stated on a valid permit (EP201EH2340851 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sign and road marking installation works are undertaken by Essex County Council.

An alternative route is available via Littley Green Road, Leez Road, Leez Lane, Hartford End and vice versa.

The Order will come into effect on 24th August 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Felsted Road, Little Leighs) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Felsted Road, Little Leighs in the City of Chelmsford, from a point approximately 80m south east of its junction with Hornells Corner for a distance of approximately 110m in a south easterly direction. The closure is scheduled to commence on 30th August 2023 for 1 day, or where stated on a valid permit (BC008OGEA72133241 – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach.

An alternative route is available via Felsted Road, School Lane, Main Road, Goodmans Lane, Great Leighs Bypass Roundabout South, Great Leighs Bypass, Strawbrook Hill, Braintree Road, Sheepcotes Roundabout, Essex Regiment Way, Warners Farm Roundabout, Hartford End, Chelmsford Road, Causeway End Road, Garnetts Lane, Watch House Green, Cock Green Road, Bannister Green, Hollow Road and vice versa.

The Order came into effect on 10th August 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Van Diemans Road, Chelmsford) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Van Diemans Road, Chelmsford in the City of Chelmsford, from its junction with Army and Navy Roundabout for a distance of approximately 25m in a southerly direction only. The closure is scheduled to commence on 30th August 2023 for 2 nights (21:00 – 05:00), or where stated on a valid permit (A6019TW052651NO4 – ITS Technology Group).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while clear blockages on existing duct works are undertaken by ITS Technology Group.

An alternative route is available via Army and Navy Roundabout, Parkway, Parkway Roundabout Baddow Road, New London Road, Moulsham Street, Wood Street Roundabout, Princes Road, Princes Road Roundabout.

The Order came into effect on 10th August 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
