What is happening?

NORTH TYNESIDE COUNCIL

(PROHIBITION AND RESTRICTION OF WAITING AND LOADING) 

(CONSOLIDATION) ORDER 2022 AND (ON STREET PARKING PLACES) 
(CONSOLIDATION) ORDER 2022 VARIATION ORDERS 2023 

North Tyneside Council gives notice that it proposes to make variation orders under Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the orders, if made, will be to vary the following orders as detailed below:

A. the North Tyneside (Prohibition and Restriction of Waiting and Loading) (Consolidation) Order 2022, so that:
1. no waiting at any time restrictions be introduced on sections of the following roads:
a) Unnamed road to the rear of St Oswin’s Avenue, Cullercoats
• North and west sides, from its junction with St Oswin’s Avenue for a distance of 20 metres in an easterly direction and then 22 metres in a northerly direction.
• South and east sides, from its junction with St Oswin’s Avenue for a distance of 24 metres in an easterly direction then 36 metres in a northerly direction and then 8 metres in an easterly direction.
b) Monkseaton Drive, Whitley Bay
• North side, from its junction with The Links to a point 24 metres west of that junction.
• South side, from its junction with The Links to a point 35 metres west of that junction.
(c) Deerbolt Place, Longbenton – Both sides, from its junction with Hailsham Avenue to a point 10 metres east of that junction.
d) Hailsham Avenue, Longbenton – East side, from a point 15 metres north of its junction with Deerbolt Place to a point 11 metres south of that junction.
e) Norma Crescent, Whitley Bay
• North-east side, from its junction with Promontory Terrace to a point 3 metres south-east of that junction.
• South-west side, from its junction with Promontory Terrace to a point 23 metres south-east of that junction.
f) Planet Place, Killingworth
• West side, from a point 37 metres south of its junction with Samson Close to a point 62 metres south of that junction.
• East side, from a point 13 metres north of its junction with Comet Row to a point 10 metres south of that junction.
g) Comet Row, Killingworth – Both sides, from its junction with Planet Place to a point 19 metres east of that junction.
h) Clive Street, North Shields – East side, from its junction with Liddell Street to its junction with Duke Street.
i) Bedford Street, North Shields – South-west side, from a point 85 metres north-west of its junction with Clive Street to a point 100 metres north-west of that junction.
j) Alnwick Avenue, North Shields – Both sides, from its junction with Norham Road to a point 10 metres north-east of that junction.
k) Norham Road, North Shields – North-east side, from a point 10 metres north-west of its junction with Alnwick Avenue to a point 12 metres south-east of that junction.
i) Highbury Place, North Shields
• North side, from its junction with Chirton Lane to a point 6 metres east of its junction with Billy Mill Avenue.
• South side, from its junction with Chirton Lane to a point 14 metres east of its junction with Billy Mill Avenue.
m) Billy Mill Avenue, North Shields
• North-east side, from a point 6 metres north-west of its junction with Highbury Place to a point 20 metres south-east of that junction.
• South-west side, from a point 19 metres north-west of its junction with Highbury Place to a point 10 metres south-east of that junction.
n) Coble Dene, North Shields
• West side, from a point 145 metres east of its junction with Commissioners’ Wharf for a distance of 81 metres in a northerly direction.
• West side, from a point 145 metres east and 106 metres north of its junction with Commissioners’ Wharf for a distance of 14 metres in a northerly direction.
• West side, from a point 145 metres east and 143 metres north of its junction with Commissioners’ Wharf for a distance of 28 metres in a northerly direction.
• West side, from a point 145 metres east and 189 metres north of its junction with Commissioners’ Wharf for a distance of 31 metres in a northerly direction.
• East side, from a point 151 metres east of its junction with Commissioners’ Wharf for a distance of 173 metres in a northerly direction.

2. no waiting at any time restrictions to be revoked:
• Item 390 – Monkseaton Drive, Whitley Bay
• Item 154(i) & 154(ii) – Clive Street, North Shields
• Item 286 – Highbury Place, North Shields

3. no stopping on school entrance markings restriction, operational between 8.15am and 09.15am and 2.30pm - 4.30pm, Monday to Friday be introduced on:
(a) Parkside View, Backworth, (Backworth Park Primary School) on all sides, from a point on the north-west side 106 metres north-east of its junction with Hotspur North around the turning head to a point on the south-east side 106 metres north-east of that junction.
(b) Backworth Park Primary School Access Road, Backworth on its north-west side, from its junction with Hotspur North to a point 20 metres north-east of that junction.
(c) Hotspur North, Backworth, (Backworth Park Primary School)
• on its north-east side, from its junction with Willow Grove to its junction with Backworth Park Primary School Access Road.
• on its south-west side, from a point 74 metres east of its junction with Dene View to a point 102 metres east of that junction.
(d) Willow Grove, Backworth, (Backworth Park Primary School) on its east side, from its junction with Hotspur North to a point 11 metres north of that junction.

4. no stopping on school entrance markings restriction, operational between 8.15am - 9.15am and 2.30pm - 4.00pm on Monday to Friday on the following be revoked:
(a) Parkside View, Backworth – on all sides, from a point on the north-west side 106 metres north-east of its junction with Hotspur North around the turning head to a point on the south-east side 106 metres north-east of that junction.
(b) Backworth Park Primary School Access Road, Backworth – on its north-west side, from its junction with Hotspur North to a point 20 metres north-east of that junction.
(c) Hotspur North, Backworth 
• on its north-east side, from its junction with Willow Grove to its junction with Backworth Park Primary School Access Road.
• on its south-west side, from a point 74 metres east of its junction with Dene View to a point 102 metres east of that junction.
(d) Willow Grove, Backworth – on its east side, from its junction with Hotspur North to a point 11 metres north of that junction.

5. a no stopping on school entrance markings restriction at Anytime be introduced on Queensway, Tynemouth, (Kings Priory Primary School)
• South-west side, from its junction with Percy Park Road to a point 80 metres north-west of that junction.
• North-east side, from its junction with Percy Park Road to a point 33 metres north-west of that junction.

6. no stopping on school entrance markings restriction, operational between 8.15am - 9.15am and 3.00pm - 4.00pm on Monday to Friday on the following be revoked:
• Item 57 – Queensway, Tynemouth
• Item 65 – The Avenue, Wallsend (Carville Primary School) 

7. a no stopping on school entrance markings restriction, operational between 8.00am and 09.15am and 3.00pm - 5.00pm, Monday to Friday be introduced on The Avenue, Wallsend, (Carville Primary School)
• North-east side, from a point 78 metres north of its junction with the access road to Carville Primary School to a point 30 metres south of that junction.
• South-west side, from its junction with Eastfield Avenue to a point 34 metres north of that junction.

B. the North Tyneside (On Street Parking Places) (Consolidation) Order 2022 so that:
1. Introduce Parking Places with a Parking Charge (08.30am - 5.30pm, Monday to Saturday, 50p per hour (exemption for valid permit holders) on Bedford Street, North Shields – south-west side, between a point 9 metres south-east of its junction with Saville Street West to a point 100 metres north-west of its junction with Clive Street.
2. Revoke Parking Places with a Parking Charge (08.30am - 5.30pm, Monday to Saturday, 50p per hour (exemption for valid permit holders) – Item 9 Bedford Street, North Shields.

Further details of the proposals may be examined in the documents available on the Council’s website www.northtyneside.gov.uk (Statutory Notices). If you wish to object to the proposals, you should send the grounds for your objection in writing to the undersigned or via email to democraticsupport@northtyneside.gov.uk by 6 September 2023. Any objections may be published as part of any reports to councillors on the matter.
