(Anfield & Goodison Park Football Stadium Areas) (Various Roads) (Temporary Suspension of Unrestricted Parking Place) (Temporary Prohibition of Driving, One-Way Traffic, Prohibition of Waiting/Loading & Unloading & Coach Parking Place) Order 2023.

Notice is hereby given that the Council has made the above-mentioned Order under Section 14 of The Road Traffic Regulation Act, 1984, so as to: -

Part 1: (Goodison Park Football Stadia)
1. To prohibit any vehicle from proceeding: - (a) on Andrew Street, Bullens Road, City Road (at the junction with Goodison Road and Gwladys Street), Diana Street, Eton Street, Goodison Road (Nimrod Street to Spellow Lane), Gwladys Street, Langham Street, Muriel Street, Leta Street, Mere Green, Neston Street, Oxton Street, Priory Road, Spellow Lane, Walton Lane (Langham Street to Priory Road) & Winslow Street. The roads will be temporarily closed (in part or in full as required) for a period of time as determined necessary prior to, during and after football matches held at the Stadium; & 
(b) in Priory Road, other than in a south easterly direction, for a period of time as determined necessary prior to, during and after football matches held at the Stadium.

2. This part of the Order will be operational between the hours of 9.30am until 11.59pm, Monday to Sunday inclusive, from 5 August 2023 until 31 May 2024, to safely enable traffic and pedestrians to be managed around the Everton Football Club (Goodison) stadia.

Part 2: (Anfield Football Stadia Area)
3. The City Council of Liverpool (Football Match Parking Places & Controlled Parking Zone) Order, 2009, is hereby: - 
(a) suspended insofar as it relates to the unrestricted parking place on Utting Avenue, southeast side, from a point 76.3m northeast of its junction with Pinehurst Avenue to a point 50m southwest of its junction with Hildebrand Road; & (b) varied to include a temporary coach parking place on Utting Avenue, southeast side, from a point 76.3m northeast of its junction with Pinehurst Avenue to a point 50m southwest of its junction with Hildebrand Road.

4. To prohibit any vehicle from proceeding on: - Alroy Road, Arkles Lane (including the junction with Priory Road and Utting Avenue), Anfield Road (from its junction with Walton Lane to its junction with Arkles Lane), Back Rockfield Road, Bagnall Street, Burleigh Road North, Burleigh Road South, Burnand Street, Donaldson Street, Gilman Street, Hartnup Street, Priory Road (from its junction with Arkles Lane/Utting Avenue to its junction with Walton Lane), Pulford Street, Rockfield Road, Skerries Road, Sleepers Hill, Venmore Street, Walton Breck Road (from its junction with Walton Lane to its junction with Oakfield Road) & Wylva Road. The roads will be temporarily closed (in part or in full as required) for a period of time as determined necessary prior to, during, and after football matches held at the Stadium.

5. The City Council of Liverpool (Football Match Parking Places & Controlled Parking Zone) Order, 2009, is hereby varied to include the: - (1) temporary prohibition of waiting (10am-12 midnight, Mon-Sun incl., August-June incl.) & prohibition of waiting for the purposes of loading & unloading (10am-12 midnight, Mon-Sun incl., August-June incl.) restrictions on Priory Road, northeast side, from a point - (i) 62ms southeast of its junction with Walton Lane to a point 150m southeast of its junction with Walton Lane; (ii) 180m southeast of its junction with Walton Lane to a point 338m southeast of its junction with Walton Lane; (iii) 368m southeast of its junction with Walton Lane to a point 430m southeast of its junction with Walton Lane; & (iv) 460m southeast of its junction with Walton Lane to a point 225m northwest of its junction with Utting Avenue; (2) temporary prohibition of waiting (24 hours) & prohibition of waiting for the purposes of loading and unloading (24 hours) restrictions on (a) Priory Road, northeast side, from a point - (i) 150m southeast of its junction with Walton Lane to a point 180m southeast of its junction with Walton Lane; (ii) 338m southeast of its junction with Walton Lane to a point 368m southeast of its junction with Walton Lane; (iii) 430m southeast of its junction with Walton Lane to a point 460m southeast of its junction with Walton Lane; (b) Priory Road, northeast side, from its junction with Utting Avenue to a point 225m northwest of its junction with Utting Avenue; (c) Priory Road, southwest side, from its junction with Walton Lane to a point 51m southeast of its junction with Walton Lane; (d) Priory Road, southwest side, from a point 436m southeast of its junction with Walton Lane to its junction with Utting Avenue; & (e) Arkles Lane, both sides of the full length of the central reservation, from its junction with Priory Road to its junction with Anfield Road; & (3) temporary prohibition of waiting for the purposes of loading and unloading (10am-12 midnight, Mon-Sun incl., August-June incl.) restrictions on - (a) Anfield Road, both sides, from its junction with Wylva Road to its junction with Edith Road, (b) Arkles Road, northwesterly side, entire length; (d) Walton Breck Road, both sides, from its junction with Oakfield Road to its junction with Hawkesworth Street, & (e) Wylva Road, southeasterly side, entire. This part of the Order specifically excludes those parts of Anfield Road & Walton Breck Road within residents parking places, permitted parking areas, footway parking & hackney carriage clearways.

6. This part of the Order will be operational from the 19 August 2023 to 30 June 2024 and is required to safely enable vehicular traffic and pedestrians to be managed around Liverpool Football Club (Anfield) Stadium. General:

7. If a vehicle is left at any time in contravention of a provision of Articles 3(b), 5(1), 5(2) or 5(3) of this Order a penalty charge shall be payable.

8. In the case of a vehicle in respect of which a penalty charge is payable, a penalty charge notice showing the information required by The Traffic Management Act 2004 may then be issued by a civil enforcement officer in accordance with the requirements of that Act and any Statutory Instruments made by the Secretary of State there under.

9. Any person who contravenes Articles 1(a), 1(b) or 4 of this Order, or who uses a vehicle, or causes or permits a vehicle to be used in contravention of Articles 1(a), 1(b) or 4 of this Order, shall be guilty of an offence.
