Gorchymyn Cefnffordd Yr A40 (Twneli Gibraltar, Trefynwy, Sir Fynwy) (Gwaharddiadau A Chyfyngiadau Traffig Dros Dro) 2023 
Mae Gweinidogion Cymru wedi gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984. Mae angen y Gorchymyn er mwyn gwneud gwaith ar gefnffordd yr A40, neu gerllaw iddi, wrth Dwneli Gibraltar, Trefynwy, Sir Fynwy. Effaith y Gorchymyn yw gwneud y canlynol dros dro: i.     cau naill ai cerbytffordd tua’r dwyrain neu gerbytffordd tua’r gorllewin y darn o’r A40 a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn. Bydd gwrthlif yn weithredol yn y lôn allanol o ba un bynnag o’r cerbytffyrdd sy’n aros ar agor i draffig;  ii.     gwahardd cerbydau rhag mynd ar y darnau o’r gefnffordd a bennir yn Atodlen 2. Disgrifir y llwybrau eraill yn yr Atodlen honno hefyd: ni chaiff y cerbytffyrdd tua’r gogledd a thua’r de eu cau ar yr un pryd; iii.     gosod terfyn cyflymder o 30 mya ar y darn o’r A40 a bennir yn Atodlen 3; a iv.     gosod terfyn cyflymder o 50 mya ar y darn o’r A40 a bennir yn Atodlen 4.  Daw’r Gorchymyn i rym ar 11 Awst 2023. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro yn weithredol yn ysbeidiol dros nos (20:00 o’r gloch – 06:00 o’r gloch) o 11 Awst 2023 am gyfnod o 18 mis ar y mwyaf. Bydd hysbysiad am y gwaharddiadau a’r cyfyngiadau ac unrhyw newidiadau i’r amseroedd gwaith yn cael ei arddangos tua 2 wythnos cyn dechrau unrhyw waith.  Gellir gweld copi o’r Gorchymyn a’r Hysbysiad ar wefan Llywodraeth Cymru ar

Gwrthlif Y darn o’r A40 sy’n ymestyn o bwynt tua 800 metr i’r de o borth Twneli Gibraltar hyd at bwynt tua 50 metr i’r gogledd o borth y Twneli. Atodlen 2
Gwahardd cerbydau dros dro a llwybrau eraill
1.     Y darn o lôn ymwahanu’r A40 tua’r gogledd hyd at y B4293 Portal Road.  Y llwybr arall yw mynd ar yr A40 tua’r gogledd i gylchfan Llandidiwg, dychwelyd ar yr A40 tua’r de a chymryd y B4233 Beech Road tua’r de-ddwyrain a’r B4293 Portal Road tua’r gogledd-orllewin. 2.     Y darn o ffordd ymadael tua’r de yr A40 hyd at ei chyffordd â’r rhan ddwyffordd o’r B4293 
Beech Road. Y llwybr arall yw mynd ar yr A40 tua’r de/tua’r gorllewin ar Gyfnewidfa Rhaglan i Gylchfan Rhaglan, dychwelyd ar yr A40 tua’r gogledd i ymadael wrth Cinderhill Street, Trefynwy i ymuno â’r B4293 tua’r de.  Atodlen 3 Terfyn cyflymder 30 mya dros dro  Y darn o’r A40 sy’n ymestyn o’i chyffordd â’r A466 signalau traffig Pont Afon Gwy hyd at bwynt 2.25 o gilometrau i’r de o’r gyffordd honno. Atodlen 4 Terfyn cyflymder 50 mya dros dro Y darn o gerbytffordd tua’r gogledd yr A40 sy’n ymestyn o bwynt 4.2 o gilometrau i’r de o’i chyffordd â’r A466 signalau traffig Pont Afon Gwy hyd at bwynt 2.25 o gilometrau i’r de o’r signalau traffig hynny.
The A40 Trunk Road (Gibraltar Tunnels, Monmouth, Monmouthshire) (Temporary Traffic Prohibitions & Restrictions) Order 2023
The Welsh Ministers have made an Order under section 14 of the Road Traffic Regulation Act 1984 which is necessary to undertake works on or near the A40 trunk road at the Gibraltar Tunnels, Monmouth, Monmouthshire. The effect of the Order is to temporarily: i.     close either the eastbound or westbound carriageway of the length of the A40 described in Schedule 1 to this Notice. Contra-flow will operate in the offside lane of whichever carriageway remains open to traffic;  ii.     prohibit vehicles from proceeding on the lengths of the A40 specified in Schedule 2. The alternative routes are also described in that Schedule: northbound and southbound closures will not be concurrent; iii.     impose a 30 mph speed limit on the length of the A40 specified in Schedule 3; and iv.     impose a 50 mph speed limit on the length of the A40 specified in Schedule 4.  The Order comes into force on 11 August 2023. The temporary prohibitions and restrictions are expected to operate intermittently overnight (20:00 – 06:00 hours) from 11 August 2023 for a maximum duration of 18 months. Notice of the prohibitions and restrictions and any changes to times of operation will be displayed approximately 2 weeks before the start of any works.  A copy of the Order and Notice can be viewed on the Welsh Government’s website at

The length of the A40 that extends from a point approximately 800 metres south of the portal to the Gibraltar Tunnels to a point approximately 50 metres north of the portal to the Tunnels.
Schedule 2
Temporary prohibition of vehicles & alternative routes

1. The length of the A40 northbound diverge lane to the B4293 Portal Road.  The alternative route is via the northbound A40 to Dixton Roundabout, return via the southbound A40 and take the south-eastbound B4233 Beech Road and north-westbound B4293 Portal Road. 2. The length of the A40 southbound exit slip road to its junction with the 2-way section of the B4293 Beech Road. The alternative route is via the south/westbound A40 via Raglan Interchange to Raglan Roundabout, return via the northbound A40 to exit at Cinderhill Street, Monmouth to join the southbound B4293. 
Schedule 3 Temporary 30 mph speed limit  The length of the A40 that extends from its junction with the A466 Wye Bridge traffic signals to a point 2.25 kilometres south of that junction. Schedule 4 Temporary 50 mph speed limit  The length of the A40 northbound carriageway that extends from a point 4.2 kilometres south of its junction with the A466 Wye Bridge traffic signals to a point 2.25 kilometres south of those traffic signals.
