Portsmouth - Multiple Traffic Notices

Portsmouth City Council (Local Carriageway Resurfacing Programme) (Temporary Prohibition of Driving, Loading and Waiting) (No.230) Order 2023

Notice is hereby given that Portsmouth City Council has made the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 7th August 2023 and the effect will be as follows:-
A) TEMPORARY PROHIBITION OF DRIVING, LOADING AND WAITING
EASTERN ROAD (Night works)
From its junction with Havant Road to Grove Road.
Diversion:
Havant Road - Bedhampton Roundabout - A27 - J A2030 Link Road From North Roundabout to A3M J5 - A27 westbound - A27 off slip to Eastern Road Roundabout - Eastern Road and Havant Road - Spur Road - Spur Road Roundabout - Northern Road - Medina Road Roundabout - Northern Road - Portsbridge Roundabout - A27 On Slip heading Eastbound - A27 - A27 Off slip leading to Eastern Road Roundabout - Eastern Road.
FITZHERBERT ROAD (Night works)
At its junction with Waterworks Road.
Diversion as above via Waterworks Road.
GROVE ROAD
At its junction with Station Road.
Diversion as above via Waterworks Road.
VICTORIA ROAD SOUTH
From its junction with Elm Grove to Marmion Road.
Diversion: Albert Road - Waverley Road - The Strand Roundabout - Clarendon Road and Elm Grove - Grove Road South - Kent Road - Portland Road - Osborne Road - Clarendon Road. Side road closures with local diversions.
STUBBINGTON AVENUE (Day works)
From its junction with London Road to Copnor Road. (Works will be carried out in three sections with side road closures.)
Diversion: London Road - Kingston Road - Fratton Road - St Marys Road - Milton Road - Copnor Road and vice versa.
JAMES CALLAGHAN DRIVE (Night works)
PORTSDOWN HILL ROAD (Night works)
From its junction with Portsdown Hill Road to Portsdown Hill Road Roundabout.

From its junction with Skew Road to James Callaghan Drive.
Diversion: Station Road - Southampton Road - Spur Road Roundabout - Northern Road - London Road - Southwick Hill Road and vice versa.
STATION STREET

ARUNDEL STREET
From its junction with Commercial Road to Arundel Street (with side road closures).
From its junction with Station Street to Buckingham Street (with side road closures).
Diversion: Commercial Road - Isambard Brunel Road - Winston Churchill Avenue - Holbrook Road - Arundel Street and Buckingham Street - Paradise Street - Spicer Street - Lake Road - Cornmill Street - Marketway - Hope Street Roundabout - Unicorn Road - Stanhope Road.
POWERSCOURT ROAD (Day works)
From its junction with Kingston Road to Copnor Road. (Works will be carried out in sections with side road closures.)
Diversion Kingston Road - New Road - Copnor Road and vice versa.
FAWCETT ROAD (night works)
From its junction with Fratton Bridge Roundabout to Lawrence Road (with side road closures).
Diversion: Campbell Road - Outram Road - Victoria Road North - Fratton Bridge Roundabout - Goldsmith Avenue - Winter Road - Highland Road - Albert Road - Lawrence Road.
HAVANT ROAD (night works)
From its junction with Spur Road to Eastern Road.
Diversion: Northern Road - Portsbridge Roundabout - A27 - Eastern Road and vice versa.

WESTERN ROAD (night works)
From its junction with Western Road to Portsbridge Roundabout.
Diversion: Southampton Road - Spur Road Roundabout - Northern Road - Portsbridge Roundabout and Northern Road - Spur Road Roundabout - Southampton Road - Western Road.
COPNOR ROAD
(night works)
STUBBINGTON AVENUE (night works)
From its junction with Norway Road to Stubbington Avenue (with side roads and local diversions).
From its junction with Kensington Avenue to Copnor Road (local diversions).
Diversion: St Marys Road - Fratton Road - Kingston Road - London Road - Copnor Road and Norway Road - Williams Road - Airport Service Road - Quatremain Road - Dundas Lane - Burrfields Road.
EASTERN ROAD ROUNDABOUT

EASTERN ROAD
Roundabout closed in sections. A27 slip roads closed.


At its junction with Anchorage Road.
Diversion: Anchorage Road - Robinson Way - Airport Service Road - Williams Road - Norway Road - Copnor Road - Old London Road - London Road - Portsbridge Roundabout - Havant Road - Spur Road Roundabout - Northern Road - Portsbridge Roundabout - A27.
LONDON ROAD (NORTHBOUND)

NORTHWOOD ROAD
HILSEA CRESCENT
From its junction with Copnor Road to Coach and Horses public house.

At its junction with Gladys Avenue and Oakwood Road. (Local diversions).
At its junction with London Road. (Local diversions).
At its junction with London Road. (Local diversions).
Diversion: Copnor Road - Norway Road - Williams Road - Airport Service Road - Eastern Road - A27 - Portsbridge Roundabout.
HGV Diversion: Twyford Avenue Roundabout - Twyford Avenue - Stamshaw Road - Rudmore Roundabout - Kingston Crescent - Kingston Road - Fratton Road - Goldsmith Avenue - Fratton Way - Rodney Road - Velder Avenue - Eastern Road - A27 Slip Road - Portsbridge Roundabout. (Temporary suspension of 7.5t weight limit (TRO 38/2010) on Twyford Avenue and Stamshaw Road for the duration of the diversion for these works)
B) REASON FOR THE ORDER
To facilitate local carriageway resurfacing works.
C) DURATION OF THE ORDER
From 7th August 2023 to 31st July 2024 or completion of the works, whichever is sooner. Each works will be carried out in sections and will be notified 14 days in advance of each works by the placement of signs and letters to affected residents and businesses. Works may include the use of temporary traffic signals, stop and go and give and take systems - Day or Night works.
D) DIVERSION
Vehicles diverted as detailed above. Cyclists to follow local diversions.
Pedestrian access will be maintained.
