M20 MOTORWAY – JUNCTIONS 7 TO 10A

TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that National Highways Limited intends to make an Order on the M20 Motorway in the County of Kent, under Sections 14(1)(a), 14(7) of, and Paragraph 27(1) of Schedule 9 to, the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to:-

1. authorise the overnight and 24-hour closure of –
(a) the coast-bound carriageway of the M20 between Junction 7 (A249) and Junction 10A (A20/A2070);
(b) the London-bound carriageway of the M20 between Junction 9 (A20) and Junction 7 (A249); and
(c) all the slip and link roads leading to and from the above lengths of carriageway.

2. impose a 24-hour 50 mph speed limit on –
(a) the coast-bound carriageway of the M20 between a point 2000 metres west of the tip of the nosing of the exit slip at Junction 8 (A20) and a point 200 metres east of the tip of the nosing of the exit slip at Junction 9 (A20);
(b) the London-bound carriageway of the M20 between a point 700 metres east of the tip of the nosing of the exit slip at Junction 9 (A20) and a point 100 metres east of the tip of the nosing of the exit slip at Junction 8 (A20);
(c) any hard shoulder adjacent to the lengths of carriageway described above when used as a running lane; and
(d) all the slip and link roads leading to and from the above lengths of carriageway.

3. impose a 24-hour 2-metre vehicle width restriction on the London-bound carriageway of the M20 between a point a point 300 metres west of the tip of the nosing of the exit slip at Junction 9 (A20) and a point 300 metres east of the tip of the nosing of the exit slip at Junction 8 (A20).

4. suspend, over periods of 24 hours, the provisions of Regulations 5 and (in so far as it relates to a vehicle being driven) 9 of the Motorway Regulations, to allow hard shoulder running adjacent to the London-bound carriageway of the M20 between a point 500 metres west of the tip of the nosing of the entry slip at Junction 9 (A20) and a point 300m east of the tip of the nosing of the exit slip at Junction 8 (A20).

5. suspend, over periods of 24 hours, the provisions of Regulation 12 of the Motorway Regulations, to allow Heavy Goods Vehicles to use the outside lane of –
(a) the coast-bound carriageway of the M20 between a point 4000 metres west of the tip of the nosing of the exit slip at Junction 8 (A20) and a point 100 metres east of the tip of the nosing of the entry slip at Junction 9 (A20); and
(b) the London-bound carriageway of the M20 between a point 100 metres west of the tip of the nosing of the exit slip at Junction 10A (A20/A2070) and a point 200 metres east of the tip of the nosing of the entry slip at Junction 8 (A20).

These measures would be in the interests of road safety while contractors undertake
signalling, barrier, carriageway works and all associated activities, including remedial works, to enable a permanent Kent traffic congestion solution to be deployed as and when required.

It is expected that the work would last for approximately 14 months starting on or after Friday 1st September 2023. Overnight closures would take place between 20:00 and 06:00. Weekend closures would take place between 20:00 on Fridays and 06:00 on Mondays (maximum periods). Exact schedules currently unknown, please check the National Highways website for details.

The Order would come into force on 30th August 2023 and have a maximum duration of eighteen months, ceasing when the works are complete.
The M20 Motorway (Junctions 7 to 10A) (Temporary Restriction and Prohibition of Traffic) Order 2023(a) would be revoked on 25th August 2023. Traffic affected by the closures would be diverted using other junctions on the M20, and by using the M2, A2, A20 and A249.
The temporary closures, speed restrictions, lane width restrictions, hard shoulder running, HGV outside lane running and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
