SECTION 16A ROAD TRAFFIC REGULATION ACT 1984 (as amended) SECTION 12 THE LONDON LOCAL AUTHORITIES AND TRANSPORT for LONDON ACT 2008

THE TEMPORARY PROHIBITION AND RESTRICTION OF TRAFFIC FOR FILMING (FOREST GATE FESTIVAL) ORDER 2023 The NEWHAM LONDON BOROUGH COUNCIL, hereby gives notice that it made an Order - THE TEMPORARY PROHIBITION OF TRAFFIC (SPECIAL EVENTS) (FOREST GATE FESTIVAL) ORDER 2023

1. This Order shall come into force on Saturday 8th July 2022 and may be cited as the Newham Temporary Prohibition of Traffic (Special Events) (Forest Gate Festival) Order 2023.

2. No person shall cause or permit any vehicle to proceed or wait in the lengths of roads listed in the schedule in this Order during the prohibited hours on Saturday 8th July 2023, when appropriate signs are displayed in accordance with the Road Traffic Signs Regulations and General Directions 2016(c).

3. In this Order :-

"prohibited hours" means the hours between 07:00 hours to 23:59 on the dates listed in item 2

"undertaker" has the same meaning as in the New Roads and Street Works Act 1991(b).

4. Nothing in Articles 2 of this Order shall apply to:-

(a) any vehicle being used for ambulance, fire brigade or police purposes or for the purpose of an undertaker in an emergency, or in connection with the event;

(b) anything done with the permission or at the direction of a Police Officer in uniform or a Traffic Warden.

(c) any vehicle displaying an appropriate Event Permit as provided for this event.

5. The restrictions and prohibitions imposed by this Order are in addition to and not in derogation of any restriction, prohibition or requirement imposed by any other enactment and any exception or exemption from the provisions of this Order is without prejudice to the provisions of any other enactment.

6. The restrictions imposed by various Traffic Management Orders will be temporarily suspended while the appropriate signs are displayed.

7. Restrictions and parking prohibitions will apply when the signs are displayed in accordance with the Traffic Signs Regulations and General Directions 2016. One way roads may revert to two way, or be reversed, when appropriate signs are displayed.

8. Vehicular access / egress will be via local adjacent roads; other vehicular traffic will be diverted on displayed routes and on occasion may be held for short periods. Pedestrian access will not be affected.

9. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into force of this Order, the Newham (Waiting and Loading Restriction)(Special Parking Area) Order 2011(d) shall apply to the roads or parts of roads mentioned in Schedule of roads below, as if, for the purposes of the application of Article 5(1) of that Order to the said lengths of street's, the prescribed hours were "at anytime".

10. This Order shall continue in operation for the duration shown above, or until normal traffic operation can be resumed, whichever is the sooner. This Order will expire at 07:00 hours on Saturday 8th July 2023.
