What is happening?

(A619 CHATSWORTH ROAD, CHESTERFIELD)
(30MPH SPEED LIMIT) ORDER 2023
Notice is hereby given that, on 15th June 2023 Derbyshire County Council pursuant to Section 84 of the Road Traffic Regulation Act 1984 made an Order with the above title.
The Order comes into force on 26th June 2023.
The effect of which will be that no person shall drive any motor vehicle at speeds exceeding 30 miles per hour on the following lengths of road:
30 MPH SPEED LIMIT
A619 (Baslow Road, Chatsworth Road, Wheatbridge Road and Markham Road) in Chesterfield and the Parish of Holymoorside and Walton
From a point 172 metres west of its junction with Holymoor Road in an easterly direction to its roundabout junction with Lordsmill Street.
A copy of the Order and documents giving more detailed particulars of the Order are available for inspection at the County Councils principal offices known as County Hall, Smedley Street, Matlock between 9am and 5pm on each day from Monday to Friday and on request by emailing Place.PermanentTRO@derbyshire.gov.uk until 6 weeks after the Order is made and at Chesterfield Central Studies Library, New Beetwell Street, Chesterfield, S40 1QN until 27th July 2023.
Any person who wishes to question the validity of the Order, or any provision contained in it, on the ground that it is not within the powers of The Road Traffic Regulation Act 1984, or on the ground that a requirement of that Act or any relevant regulation made under it has not been complied with may, within 6 weeks from 15th June 2023 make application for the purpose to the High Court.
