What is happening?

CITY OF BRISTOL
CUMBERLAND ROAD, CENTRAL WARD AND HOTWELLS & HARBOURSIDE WARD, RESERVED BUS LANE, PROHIBITION OF ENTRY, WAITING PROHIBITIONS AND RESTRICTIONS, AND PARKING PLACES – TRAFFIC ORDERS

The City Council of Bristol hereby gives NOTICE that on 20th June 2023 it made the following traffic orders:-

A. The City Council of Bristol (Cumberland Road, Hotwells & Harbourside Ward, City of Bristol) (Reserved Bus Lane) Order 2023.

B. The City Council of Bristol (Cumberland Road, Hotwells & Harbourside Ward, City of Bristol) (Prohibition of Entry) Order 2023.

The effect of orders A and B above will be to introduce a bus gate for use by buses, pedal cycles, public service vehicles, solo motor cycles, taxis and specific authorised vehicles travelling in an easterly direction in Cumberland Road, which is located 24 metres east of its junction with Gas Ferry Road. This will prevent general traffic from travelling eastbound towards the city centre at this point.

C. The City Council of Bristol (Spike Island Area, Central Ward and Hotwells and Harbourside Ward, City of Bristol) (Residents’ Parking Area) (On-Street Parking Places) (Prohibition and Restriction of Waiting) Order 2023, the effect of which will be:-

1. to revise the Monday to Friday 10am to 4.30pm Saturday 9am to 7pm pay and display (max stay 3 hours) parking place and the prohibition and restriction of waiting arrangements for vehicles in Cumberland Road, north side, east of its junction with Gas Ferry Road;

2. to move the Car Club parking place in Hanover Place, east side, northwards. This will replace existing Monday to Saturday 9am to 7pm shared use permit parking and/or (3 hours maximum stay) pay and display parking places currently at that location and extend the existing prohibition of waiting at any time and restriction of loading/unloading provisions northwards to operate in the current location of the Car Club parking place;

3. to replace a length of 9am to 7pm Monday to Saturday permit parking in the eastern end of Sydney Row, south side, with prohibition of waiting at any time;

4. to replace a length of 9am to 7pm Monday to Saturday permit parking in the eastern end of Sydney Row, north side, with prohibition of waiting at any time; and

5. to address anomalies between the provisions of the traffic order and on-site road markings/signs relating to the following provisions, which will be formally brought into the new order:-

(a) Monday to Saturday 9am to 7pm shared use permit parking and/ or (3 hours maximum stay) pay and display parking places and prohibition of waiting provision for vehicles in Brunel Lock Road, north side; and

(b) 9am to 5pm Monday to Friday permit parking and the disabled persons’ parking place in Sydney Row, north side.

The orders will come into operation on 14th July 2023 and copies thereof, together with plans, copies of the orders being revoked and a Statement of the Council’s Reasons for making the orders may be inspected at the Citizen Service Point, 100 Temple Street, Bristol, BS1 6AG, between 10.00 a.m. and 4.00 p.m. on Monday to Friday.

Any person who desires to question the validity of, or of any provision contained in any of the orders on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 as amended, or on the grounds that any of the relevant requirements of that Act has not been complied with in relation to the order, may within six weeks after the date on which the order was made, apply to the High Court for this purpose.
