THE BARNET (CHARGED-FOR PARKING PLACES)

(AMENDMENT NO.141) (EXPERIMENTAL) ORDER 2023

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 18th May 2023 the above-mentioned Orders under Section 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to effectively manage kerbside space in the Burnt Oak area and deter commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected area, the Council considers that it will be beneficial to introduce a scheme, on an experimental basis that will introduce the Burnt Oak North 'BON' Controlled Parking Zone which will operate between the hours of 8am to 6.30pm Monday to Sunday.

1. The general effect of the Charged-for Parking Places Order will be to on an experimental basis:

(a) introduce parking places for the use of residents and their visitors in the roads listed in Schedule 1 to this Notice.

(b) provide that the parking places referred to in (a) above will operate between 8am and 6.30pm Monday to Sunday, during which motorists will be required to have a valid 'BON' resident's permit associated with their vehicle, or have a 'BON' visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

(c) introduce resident permit holders only 'Past this point' parking areas in the roads listed in Schedule 2 to this Notice.

(d) provide that the resident permit holders only 'Past this point' parking areas referred to in (c) above will operate between 8am and 6.30pm Monday to Sunday, during which motorists will be required to have a valid 'BON' permit associated with their vehicle or have a 'BON' visitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.

(e) introduce resident permit holders only 'Past this point' parking areas in the roads listed in Schedule 3 to this Notice.

(f) provide that the resident permit holders only 'Past this point' parking areas referred to in (e) above will operate between 8am and 6.30pm Monday to Sunday, during which motorists will be required to have a valid 'BON' and 'BOA' permit associated with their vehicle or have a 'BON' and 'BOA' visitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.

(g) introduce parking places for the use of residents and their visitors in Deansbrook Road.

(h) provide that the parking places referred to in (g) above will operate between 11am and 12pm Monday to Friday, during which motorists will be required to have a valid 'J' resident's permit associated with their vehicle, or have a 'J' visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

(i) introduce 'pay by phone' payment parking places with a maximum stay of 1 hour in Deansbrook Road.

(j) provide that the parking places referred to in (i) above will operate between 10am to 11am, Monday to Friday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(k) introduce shared-use resident permit and 'pay by phone' payment parking places with a maximum stay of 1 hour in Deansbrook Road.

(l) provide that the parking places referred to in (k) above will operate between 10am and 11am, Monday to Friday, during which motorists will be required to have a valid resident permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(m) introduce 'pay by phone' payment parking places with a maximum stay of 3 hours in Orange Hill Road and Cressingham Road.

(n) provide that the parking places referred to in (n) above will operate between 8am and 6.30pm, Monday to Sunday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(o) introduce shared-use resident permit and 'pay by phone' payment parking places with a maximum stay of 90 minutes in Deansbrook Road and Watling Avenue.

(p) provide that the parking places referred to in (o) above will operate between 8am and 6.30pm, Monday to Sunday, during which motorists will be required to have a valid resident permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(q) introduce 'pay by phone' payment parking places with a maximum stay of 90 minutes in Deansbrook Road.

(r) provide that the parking places referred to in (q) above will operate between 8am and 6.30pm, Monday to Sunday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(s) introduce shared-use resident permit and 'pay by phone' payment parking places with a maximum stay of 3 hours in Pavilion Way, Littlefield Road, Orange Hill Road, Boston Road, Blessbury Road Langham Road, Abbots Road, Edwin Road, Fortescue Road, Wolsey Grove, Watling Avenue, Horsecroft Road, Homefield Road, Grange Road and Barnfield Road.

(t) provide that the parking places referred to in (s) above will operate between 8am and 6.30pm, Monday to Sunday, during which motorists will be required to have a valid resident permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(u) introduce shared-use free limited stay, resident permit and 'pay by phone' payment parking places with a maximum stay of 3 hours in Orange Hill Road, Abbots Road, Colchester Road, Pavilion Way and Goldbeaters Grove.

(v) provide that the parking places referred to in (u) above will operate between 9.30am to 3pm and 4.30pm to 6pm,

Monday to Sunday, during which motorists will be required to have a valid resident permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(w) provide that residents residing in the range of addresses detailed in the Schedule 3 to this notice will be eligible to purchase 'BON' resident's permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and 'Past this Point' parking areas referred to in (a), (c) and (e) above as appropriate.

(x) provide that vehicles displaying a valid disabled badge or motorcyclists will be able to park in the parking places and 'Past this point' areas during their controlled periods without need to display a permit or voucher.

2. For the parking places referred to in 1(i) and 1(k) above, the following tariff will apply:

Up to 15 minutes £0.70

Up to 30 minutes £1.41

Up to 1 hour £2.82

3. For the parking places referred to in 1(o) and 1(q) above, the following tariff will apply:

Up to 15 minutes £0.70

Up to 30 minutes £1.41

Up to 1 hour £2.82

Up to 90 mins £4.23

4. For the parking places referred to in 1(k), 1(m), 1(q) and 1(s) above, the following tariff will apply:

Up to 30 minutes £0.72

Up to 1 hour £1.43

Up to 2 hours £2.15

Up to 3 hours £2.86

5. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to on an experimental basis:

(a) Introduce Monday to Sunday 8am to 6.30pm waiting restrictions in the streets detailed in Schedule 1 to this notice:

(b) introduce 'At any time' waiting restrictions on certain lengths of the streets detailed in Schedules 1 to 3 to this notice.

(c) Introduce new lengths of 'At any time' waiting restrictions on Back Lane HA8.

(d) Introduce new 'at any time' waiting restrictions at the junctions of Langham Road and Deansbrook Road; Deans Lane and Deansbrook Road; Crispin Road and Deansbrook Road; Brook Walk and Deansbrook Road; Wenlock Road and Deansbrook Road and Edwin Road and Deansbrook Road.

(e) Upgrade existing lengths of 8am to 6.30pm Monday to Saturday waiting restrictions to operate 'at any time' at the junctions of Heming Road and Deansbrook Road; Dryfield Road and Deansbrook Road; Gold Hill and Deansbrook Road. In addition, a length of existing waiting restrictions operating 8am to 6.30pm Monday to Saturday outside No's 278-286 Deansbrook Road will be upgraded to operate 'at any time.

(f) introduce lengths of No loading 'At any time' waiting restrictions at the junction of Deansbrook Road and Pavilion Way and also outside Watling Park School on Pavilion Way.

(g) Remove existing lengths of waiting restriction operating 9am to 5.30pm Monday to Friday on Market Lane HA8. Remove an existing length of waiting restriction of 8am to 9.30am and 3pm to 4.30pm Monday to Friday on Deansbrook Road. Remove lengths of existing waiting restrictions operating 7am to 10am and 4pm to 7pm Monday to Saturday on North Road.

6. The Free Parking Places Order will also have the following effects:

(a) introduction of Free Limited Parking Place operative between the hours of 8am to 9.30am and 3pm to 4.30pm Monday to Sunday, with a maximum stay of 15 minutes, with no return to that parking place within a time period of another one hour, on Orange Hill Road, Abbots Road, Colchester Road, Pavilion Way and Goldbeaters Grove.

7. In order to provide a parking facility to disabled blue badge holders who meet qualifying criteria, the general effect of the above Orders will be to provide under an experimental basis designated disabled parking bays for use by motorists in their vehicles who display both a valid disabled blue badge and a dedicated disabled permit which would be applicable to each bay, outside the following locations:

2 East Road HA8, 99 Abbots Rd HA8, 17 Colchester Road HA8, 17 Littlefield Road HA8, 8 South Road HA8. Loading will be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 5 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.

Permit and voucher charges are subject to review and change.

A copy of the Orders, which will come into operation on Monday 22nd May 2023, a plan of the relevant areas and the Council's Statements of Reasons for making the Orders can be obtained for a period of 6 months from the date on which this notice is published by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 7th Floor, 2 Bristol Avenue, Colindale, London NW9 4EW, quoting reference:

Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made there-under have not been complied with in relation to the Orders may within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Orders or any provision thereof.

If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Orders came into operation, send a statement in writing of their objection and the grounds thereof to Design Team, 2 Bristol Avenue, Colindale, London, NW9 4EW or via email to parking.consultations@Barnet.gov.uk.
