A14 Trunk Road - Temporary Restriction and Prohibition of Traffic for Carriageway Resurfacing and Utility Works

What is happening?

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)(A) AND (7) AND PARAGRAPH 27(1) OF SCHEDULE 9

THE A14 TRUNK ROAD (JUNCTION 33 MILTON INTERCHANGE, CAMBRIDGESHIRE TO JUNCTION 51 BEACON HILL INTERCHANGE SUFFOLK) AND THE A11 TRUNK ROAD (WATERHALL INTERCHANGE, CAMBRIDGESHIRE) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC, CYCLISTS AND PEDESTRIANS) ORDER 202_

NOTICE IS HEREBY GIVEN that National Highways Limited(a) intends to make an Order on the A14 Trunk Road in the Counties of Cambridgeshire and Suffolk and A11 Trunk Road in the County of Cambridgeshire to enable concrete carriageway reconstruction, carriageway resurfacing, bridge waterproofing and joints, noise barrier mitigation, renewal of road markings and studs, safety barrier renewal, surveys and inspections, drainage renewal, gulley cleansing, road sweeping, vegetation clearance, structural works, nearby Local Authority carriageway resurfacing and Utility works to be carried out in safety.

The works are expected to start on or after Friday 5 May 2023 and to last for approximately 16 months. The works using full closures would take place overnight (8pm-6am) and works using contraflow and lane closures would take place for 24 hours daily.

The works would be carried out in phases using a combination of full carriageway and slip road closures, contraflow and narrow lanes.

A temporary mandatory speed limit would be in force at times in the interest of safety. The closures and speed restriction would be applied only to the extent that is necessary for particular works to be undertaken and would only apply during such times and to such extent as shall be indicated by traffic signs.

For the purpose of this notice, the A14/A10/A1309 Milton Interchange Junction 33, the A14/B1047 Fen Ditton Interchange Junction 34, the A14/A1303 Stow-cum-Quy Interchange Junction 35, the A14/A11/ A1303 Nine Mile Hill Interchange Junction 36, the A14/A142 Exning Interchange Junction 37, A14/A11/A1304 Waterhall Interchange Junction 38, the A14/B1506 Kentford Interchange Junction 39, the A14/C624/C658 Higham Interchange Junction 40, the A14/C629 Risby Interchange Junction 41, the A14/A1303 Westley Interchange Junction 42, the A14/A134 St Saviours Interchange Junction 43, the A14/ A134 Moreton Hall Interchange Junction 44, the A14 Rookery Crossroads Junction 45, the A14 Beyton Interchange Junction 46, the A14/A1088 Woolpit Interchange Junction 47, the A14/A1308 Tot Hill Interchange Junction 49, the A14/A1120 Junction 50 and the A14/A140 Beacon Hill Interchange Junction 51; shall be referred to respectively as J33, J34, J35, J36, J37, J38, J39, J40, J41, J42, J43, J44, J45, J46, J47, J49, 50 and J51.

The effect of the Order would be to –
1. impose, for 24 hours a day, a speed restriction of –
1.1 50 miles per hour on the A14 -
• eastbound carriageway from 1000 metres west of the exit slip road at J33, for a distance of 1000 metres,
• westbound carriageway from 1000 metres east of the exit slip road at J44, for a distance of 1000 metres,
• eastbound carriageway from 2300 metres east of the entry slip road at J46 to 500 metres west of the exit slip road at J49, and
• westbound carriageway from the exit slip road at J49 to the exit slip road at J47
• eastbound exit slip roads at J47 and J47a,
• eastbound entry slip road at J47, and
• westbound entry slip road at J49.

1.2 40 miles per hour, in conjunction with narrow lanes, on the –
• A14 eastbound carriageway from the exit slip road at J33 to the entry slip road at J44, A14 westbound carriageway from the exit slip road at J44 to the entry slip road at J33,
• A11 northbound link road from the A14 eastbound carriageway at J38, and
• A11 southbound link road to the A14 westbound carriageway at J38.

2. close the –
• A14 eastbound carriageway from the exit slip road at Junction 33 to the entry slip road at Junction 47,
• A14 westbound carriageway from the exit slip road at Junction 51 to the entry slip road at Junction 33,
• eastbound entry slip roads at J33, J35, J37, J39, J40, J41, J42, J43, J44, J45, J46 and J47,
• eastbound exit slip roads at J33, J34, J35, J37, J40, J41, J42, J43, and J44,
• westbound entry slip roads at J51, J50, J49, J47, J46, J44, J43, J42, J41, J40, J37, J36, J35, J34, and J33, and
• westbound exit slip roads at J42, J41, J40, J39, J37, J35 and J33,
• A11 northbound link road from the A14 eastbound carriageway at Junction 38, and
• A11 southbound link road to the A14 westbound carriageway
at Junction 38.

3. Contraflow would be in operation at times (for 24 hours daily) on the A14 –
• eastbound and westbound carriageways between J36 and J38, and with a maximum allowable vehicle width of 3.5 metres on the -
• eastbound carriageway between J47a and J49, and
• westbound carriageway between J49 and J47.

Diversions, for closures between -
J33 and J37 traffic will be diverted at J33 via A10 and A142 to join the A14 at J37, westbound traffic vice versa, or off at J37 via the A142 and A1303 to join the A14 at either J36 or J35,

J37 and J39 traffic will be diverted at J37 via A142, A1304 and continue to access the A11, or exit the A1304 via the B1506 to join the A14 at J39, westbound traffic vice versa,

J38 and J43 traffic will be diverted at J38 via A11 and A143 to join the A14 at J43, westbound traffic vice versa,

J43 and J44/J43 and J47 eastbound traffic will be diverted at J43 via A134, A143 and A140 to join the A14 at J51, westbound traffic vice versa,

J49 and J50 traffic will be diverted at J49 via the A1308 and A1120 to join the A14 at J50, westbound traffic vice versa,

J51 and J45 westbound traffic will be diverted at J51 via the A140, A143 to join the A14 at J43, and

J36 entry slip road eastbound traffic will be diverted to join the A14 at J47, and

During closure of A14 J33 –
westbound exit slip traffic would continue westbound and exit at J32 Histon to re-join the A14 eastbound to J33, and

eastbound entry slip traffic would be diverted via A10 and A142 to join the A14 at J37.

Cyclists and pedestrians would be prohibited from the lengths of contraflow and would be diverted to exit at J46 via Hollow Lane, Church Road, Wetherden Road and Tot Hill to re-join the A14 at J49, westbound vice versa.

All lay-bys adjacent to the lengths of carriageway described at 2 above would be closed for 24 hours daily for the duration of the works. The temporary mandatory speed limits (which would not apply to emergency service or special forces vehicles) closures (which would not apply to emergency service, traffic officer, winter maintenance or works vehicles) and diversion routes would be clearly indicated by traffic signs.

The A14 Trunk Road (Junction 24 Godmanchester, Cambridgeshire to Junction 37 Exning, Suffolk), the A428 Trunk Road (Girton Interchange) and the M11 Motorway (Junction 11 to Junction 14) (Cambridgeshire) (Temporary Restriction and Prohibition of Traffic and Pedestrians) Order 2017/1668, The A14 Trunk Road (Thrapston, Northamptonshire to Felixstowe, Suffolk) (Temporary Prohibition of Traffic) Order 2022/1632 and The A11 Trunk Road (Stump Cross, Cambridgeshire to Cringleford, Norfolk) (Temporary Prohibition of Traffic) Order 2022/1698 would be suspended in part for the duration of the works, in relation to the A14 and A11.

The Order would come into force on 5 May 2023 and may continue in force for a maximum duration of eighteen months or until the works detailed above have been completed, whichever is the earlier.
