Boroughs Of Guildford And Surrey Heath - Pirbright And An Increase Of The Existing 30 To 40 Mph Speed Limit On Certain Lengths
What is happening?
THE SURREY COUNTY COUNCIL – BOROUGHS OF GUILDFORD AND SURREY HEATH
Imposition of a 30 mph speed limit on a length of Mytchett Place Road (D3455) in the Mytchett area, imposition of a 40 mph speed limit on certain lengths of Grange Road (B3405) and Stanley Hill (D3405) at Pirbright and an increase of the existing 30 to 40 mph speed limit on certain lengths of Gapemouth Road (B3012) and Tunnel Hill Road (D46) at Pirbright and certain legal drafting amendments affecting certain speed limits on the above-mentioned roads
1. On Thursday 16 March 2023 Surrey County Council made The Surrey County Council (Various Roads in the Boroughs of Guildford and Surrey Heath in the County of Surrey) (30 mph and 40 mph Speed Limits and Amendment and Revocation) Order 2023 under Sections 81, 82, 83 and 84 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the 1984 Act”) (as amended), the purpose and effect of which is to -
(a) impose a maximum speed limit of 30 mph on that length of Mytchett Place Road (D3455) which extends from its junction with Mytchett Lake Road southwards for a distance of 50 metres -
(NOTE – The length of Mytchett Place Road referred to above was previously subject to a 30 mile per hour speed limit (since at least 2014) by virtue of the street lighting system which had been provided on that length of road. Due to the removal of one of the lamp columns within that street lighting system, which has legally resulted in this 50-metre length of road reverting to the national speed limit of 60 mph for single carriageway roads, it is now necessary to re-impose the 30 mile per hour speed limit on that length of road by means of a Speed Limit Order. Except as provided for elsewhere in this Notice, there will be no change to the length of road currently signed as being subject to a 30 mile per hour speed limit as a result of this change in the street lighting system);
(b) impose a maximum speed limit of 40 mph on the entire length of Stanley Hill (D3405) and on that length of Grange Road (B3405) at Pirbright which extends from a point 87 metres south-west of the western highway boundary of Vapery Lane (the termination point of the existing 30 mph speed limit in Grange Road imposed by The Surrey County Council (Various Roads in Pirbright) (Revocation of 30 mph Speed Limit and 40 mph Speed Limit and Imposition of 20 mph Speed Limit and 30 mph Speed Limit) Order 2005) (“the Order of 2005”) south-westwards to its junction with Tunnel Hill Road (D46), a distance of approximately 2,160 metres;
(c) reduce the existing maximum speed limit of 40 mph to a 30 mph speed limit on that length of Mytchett Place Road (D3455) which extends from a point 50 metres south of its junction with Mytchett Lake Road south-eastwards, then north-eastwards and then eastwards to a point 20 metres east of the lamp column numbered and lettered LC21-4 (situated at a point approximately 150 metres west of the centre line of Keogh Close), a distance of approximately 350 metres;
(d) increase the existing maximum speed limit of 30 mph to a 40 mph speed limit on the lengths of Gapemouth Road (B3012) and Tunnel Hill Road (D46) at Pirbright described in the Schedule to this Notice;
(e) carry out certain legal drafting amendments to The Surrey County Council Various Roads in Pirbright Normandy Mytchett Deepcut and Frimley Green (30 mph and 40 mph Speed Limits) Order 2014 (“the Order of 2014”) regarding the proposed changes to the existing 30 and 40 mph speed limits in Mytchett Place Road (D3455) and that in Gapemouth Road (B3012), that the un-named accessway referred to in the Order of 2014 also leads to an area of land known as “The Wilderness”, in addition to the properties known as ”Springbrook” and “Heatherhurst Lodge” and, additionally, to take account of the provision of a system of street lighting by the Ministry of Defence on part of Mytchett Place Road.
2. A copy of the Speed Limit Order, which will come into operation on Monday 20 March 2023, together with Plans showing the roads and lengths of roads to which that Order relates, two photographs showing the lamp columns on Mytchett Place Road and entrance road to Keogh Barracks, a Statement of the County Council’s reasons for making the Speed Limit Order, the Order of 2005 and the Order of 2014 (and the plans that accompany both of those sealed Orders) may be inspected, free of charge, for a period of six weeks from Friday 17 March 2023 -
(a) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) during normal office hours; or
(b) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003) or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays; or
(c) Guildford Library, 77 North Street, Guildford on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or
(d) Farnborough Library, Pinehurst Roundabout, Farnborough, Hampshire on Tuesdays between 9.30 a.m. and 1.30 p.m., on Mondays, Wednesdays, Thursdays and Fridays between 9.30 a.m. and 5 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or
(e) Ash Library, Ash Street, Ash (Near Aldershot) on Mondays between 2 p.m. and 5 p.m., Tuesdays, Thursdays and Fridays between 10 a.m. and 1 p.m. and 2 p.m. and 5 p.m. and on Saturdays between 10 a.m. and 4 p.m.; or
(f) Camberley Library, Knoll Road, Camberley between 9.30 a.m. and 5.30 p.m., on Mondays, Wednesdays, Thursdays and Fridays, between 9.30 a.m. and 7 p.m., on Tuesdays and on Saturdays between 9.30 a.m. and 5 p.m.; or
(g) Woking Library, Gloucester Walk, Woking between 9.30 a.m. and 5.30 p.m. on Mondays, Wednesdays and Fridays, between 9.30 a.m. and 7 p.m. on Tuesdays and Thursdays and between 9.30 a.m. and 5 p.m. on Saturdays.
SCHEDULE
That length of Gapemouth Road (B3012), Pirbright which extends from a point 155 metres west of the western side of the un-named accessway leading to and from the area of land known as “The Wilderness” and the properties known as “Springbrook” and “Heatherhurst Lodge”, Gapemouth Road eastwards, then south-eastwards and then north-eastwards to a point 184 metres south-east and then north-east of the south-eastern side of the arch of the bridge which carries the Pirbright Junction-Aldershot-Farnham railway line over Gapemuoth Road, a distance of approximately 839 metres.
That length of Tunnel Hill Road (D46) Pirbright which extends from its junction with Gapemouth Road (B3012) south-westwards to a point 16 metres north-east of the north-eastern highway boundary of Old Guildford Road (D50), a distance of approximately 1,520 metres.
