Permanent Making Of Certain Experimental Orders (T12(23) - Exp. Scheme Ref: T34(22)) Visitor Permit Eligibility For Residents Of New Build Properties In Controlled Parking Zones (CPZs)
The Waltham Forest (Charged-For Parking Places) (Amendment No. 160) Order 2023
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (the 'Council') on 9* March 2023 made the above-mentioned Order under sections 6,45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the Order will be to continue indefinitely the provisions of: The Waltham Forest (Charged-For Parking Places) (Amendment No. 135) Experimental Order 2022 which by way of an experiment allowed residents of new developments within certain CPZs mentioned below to purchase permits to allow their visitors to park within that CPZ (general cpz permits for parking on-street are not permitted under agreed planning conditions for the properties mentioned below):
(a) Nos. 1 to 31 (inclusive) Whitethroat Court, Sansom Road E11 3FJ (properties situated within the CHN CPZ);
(b) Nos. 1 to 23 Wagtail apartments, 110 Hylands Road E17 4FU; Nos. 1 to 29 Greenfinch apartments, 112 Hylands Road E17 4FY; Nos. 1 to 43 Goldfinch apartments, 114 Hylands Road E17 4FZ and Nos. 1 to 25 Rook apartments, 116 Hylands Road E17 4GJ (properties situated within the WSE CPZ);
(c) All properties of: Fairlie House, 76 Brunner Road, Walthamstow, London, E17 7GA and Garratt House, 78 Brunner Road, Walthamstow, London, E17 7GB (properties situated within the MW CPZ); and
(d) Residents of all properties above will continue to be eligible for visitor permits to park in the CPZ surrounding their property (terms and conditions apply).
Residents' visitor permits will continue to be obtainable as paperless permits or as scratch-cards at a rate of 70p/hour. For more information regarding permits for e.g., a tradespersons permit, which may be applied for by residents on the behalf of tradespersons engaged in work at their home address within the CPZ, visit: www.walthamforest.aov.uk/ service-cateaories/parkina-permits. Any charges mentioned therein may be subject to change.
More specific details of the above-mentioned provisions are contained in the notice of making of the original experimental traffic orders advertised in the Waltham Forest News issue 245 dated 1" July 2022.
3. Copies of the Orders, which will come into operation from 9* March 2023 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic. scheme@walthamforest.gov.uk or visiting ("by appointment) the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.qov.uk/content/ road-traffic-schemes-and-consultations.
4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
