Road Traffic Regulation Act 1984
The A3 Gla Road (Tolworth Roundabout) And A240 Gla Road (Kingston Road, Royal Borough Of Kingston Upon Thames) (Temporary Prohibition Of Traffic And Stopping) Order 2023
1. Transport for London in consultation with the Royal Borough of Kingston upon Thames hereby gives notice that it intends to make the above named Traffic Order under section 14(1) of the Road Traffic Regulation Act 1984 for the purpose specified in paragraph 2. The effect of the Order is summarised in paragraph 3.2. The purpose of the Order is to enable highway improvement and resurfacing works to take place on the A3 Tolworth Roundabout and A240 Kingston Road.
3. The effect of the Order will be to prohibit any vehicle from:
(1) entering or proceeding on Barnsbury Lane at its junction with Tolworth Roundabout;
(2) entering or exiting Lansdowne Close at its junction with Kingston Road;
(3) entering or proceeding in a south-easterly direction on Kingston Road between its junctions with Tolworth Roundabout and Old Kingston Road;
(4) entering or proceeding on Tolworth Rise North between its junctions with Tolworth Roundabout and Ewell Road;
(5) entering or proceeding on the A3 southbound on-slip road between its junctions with Tolworth Roundabout and Kingston Bypass;
(6) entering or proceeding in a north-westerly direction on Tolworth Broadway at its junction with Tolworth Roundabout
(7) entering or proceeding on Hook Rise North between its junctions with Kingston Bypass and Tolworth Roundabout;
(8) entering or exiting Toby Way at its junction with Kingston Road; The Order will also:
(9) allow two-way operation on Ewell Road between its junctions with Tolworth Rise North and Fairmead;
(10) allow two-way operation on Princes Avenue between its junctions with Hook Rise North and Cranbourne Avenue;
(11) suspend the cycle tracks and footpath on Kingston Road south-western footway between its junctions with Toby Way and Tolworth Roundabout;
(12) suspend the cycle tracks and footpath on Kingston Road north-eastern footway between its junctions with Tolworth Roundabout and Old Kingston Road;
(13) suspend the cycle tracks and footpath on the A3 southbound on-slip between its junctions with Tolworth Roundabout and Toby Way;
(14) suspend the cycle tracks and footpath on Tolworth Rise North between its junctions with Cranborne Avenue and Tolworth Roundabout;
(15) suspend the cycle tracks and footpath on Tolworth Broadway south-western footway between its junctions with Tolworth Roundabout and Oakleigh Way;
(16) suspend the cycle tracks and footpath on Tolworth Broadway north-eastern footway between its junctions with Tolworth Close and Tolworth Roundabout
(17) suspend the cycle tracks and footpath on Tolworth Rise North between its junctions with Tolworth Roundabout and Fairmead;
(18) suspend the cycle tracks and footpath on Tolworth Rise South between its junctions with Vincent Avenue and Tolworth Roundabout.
Works will be phased such that some restrictions will apply only at certain times.
(19) access to Bell Court will be maintained at all times;
The Order will be effective at certain times from 12:01 AM on the 27* March 2023 until 7:00 PM on the 26* September 2024 or when the works have been completed whichever is the sooner. The prohibitions will apply only during such times and to such extent as shall from time to time be indicated by traffic signs.
4. The prohibitions will not apply in respect of:

(1) any vehicle being used for the purposes of those works or for fire brigade, ambulance or police purposes;
(2) anything done with the permission or at the direction of a police constable in uniform or a person authorised by Transport for London.
5. At such times as the prohibitions are in force alternative routes will be indicated by traffic signs For Barnsbury Lane Closure via Tolworth Roundabout, Tolworth Rise North, Kingston Bypass, eastbound off-slip to Maiden Junction, Maiden Junction, westbound off-slip to Kingston Bypass, Tolworth Rise South and Vincent Avenue to normal route of travel; For Lansdowne Closure via Kingston Road, Tolworth Roundabout, A3 southbound on-slip and Toby Way
to normal route of travel; For Tolworth Rise North closure via Tolworth Roundabout, A3 southbound on-slip, Kinston Bypass, Hook Rise South, Hook Junction, Hook Rise North and Kingston Bypass to normal route of travel; For Kingston Road south-eastbound closure via Tolworth Roundabout, Tolworth Rise North, Kingston Bypass, eastbound off-slip to Maiden Junction, Maiden Junction, Maiden Road, Central Road, Cheam Common Road, London Road and Ewell Bypass to normal route of travel; For A3 southbound on-slip closure via Tolworth Roundabout, Tolworth Rise North, Kingston Bypass, eastbound off-slip to Maiden Junction, Maiden Junction and A3 westbound on-slip between Maiden Junction and Kingston Bypass; For Tolworth Broadway closure at Tolworth Roundabout via Tolworth Roundabout, A3 southbound on-slip, Kinston Bypass, Hook Rise South, Hook Junction, Hook Road, Upper Brighton Road, Kingsdowne Road and Ewell Road to normal route of travel; For Hook Rise North closure via Tolworth Roundabout, Tolworth Rise North, Kingston Bypass, eastbound off-slip to Maiden Junction, Maiden Junction and A3 westbound on-slip between Maiden Junction, Kingston Bypass and Tolworth Rise South to normal route of travel.
