The Ealing (Parking Places) (Telephone Parking) (Southall Area 2 - Zone V) Order 2023 The Ealing (Free Parking Places) (No. 1, 2014) (Amendment No.81) Order 2023

1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council, in connection with the extension of the Southall controlled parking zone V to include Balfour Road, Southall, Caxton Road, Clarence Street, Johnson Street, Scott’s Road, Spencer Street and Sussex Road, on the 14th February 2023 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985.
2. The general effect of the Residents Parking Places Order will be to:
(a) introduce parking places for the use of residents, their visitors and business users in lengths of Balfour Road, Southall, Caxton Road, Clarence Street, Johnson Street, Scott’s Road, Spencer Street and Sussex Road;
(b) provide that the parking places will operate between the hours of 8.30 a.m. and 6.00 p.m. on Mondays to Saturdays inclusive and 2.00 p.m. and 6.00 p.m. on Sundays; and
(c) provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and provided that with the exception of motorcycles and disabled persons vehicles, a valid (in an electronic form) V zone permit, or voucher has been issued to the vehicle;
3. The general effect of the Telephone Parking Order will be to:
(a) introduce “shared use permit holder /telephone” parking places operating between the hours of 8.30 a.m. and 6.00 p.m. on Mondays to Saturdays inclusive and 2.00 p.m. and 6.00 p.m. on Sundays in a length of Scott’s Road;
(b) provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in the parking places and that with the exception of motorcycles and disabled persons vehicles, a valid V zone permit must be held for the vehicle or payment made by mobile phone using the telephone payment parking system operated by Pay by Phone whilst parked in the parking place;
(c) provide that the charges for parking in the “shared use/telephone” parking places will be charged on an emissions basis and vary between 70p and £1.30 per hour up to a maximum charge of between £3.15 and £6.30 per day;
(d) Users of the telephone payment system should follow the instructions displayed in the parking place quoting the unique number relating to that parking place to the service provider and providing information as requested. Payment of the parking charge can then be made using most debit and credit cards. Text receipt for the parking session and expiry of parking reminder text messages are available freeof charge.
4. The general effect of the Ealing (Waiting and Loading Restriction) (Special Parking Area)(Amendment No. 871) Order 2023 will be to amend existing waiting restrictions or introducenew waiting restrictions that will apply “at any time”, or between the controlled hours of 8.30 a.m. and 6.00 p.m. on Mondays to Saturdays inclusive and 2.00 p.m. and 6.00 p.m.on Sundays in lengths of Balfour Road, Southall, Caxton Road, Clarence Street, Johnson Street, Scott’s Road, Spencer Street and Sussex Road.
5. The general effect of the Free Parking Places Order will be to revoke the free parking places in Johnson Street and Scott’s Road.
6. Residents’ Parking Permits (which are issued in an electronic form) will be charged as follows

CO2emission group - CO2 emission g/km - CC equivalent (vehicles registered before1 March 2001) - All day zonesfor first vehicle

B to E 101-140 1101cc to 1600cc £76
F to I 141-185 1601cc to 1849cc £102
J to M 186 and above 1850cc and above £130

There will be a £30 discount for electric vehicles from the above charges, however there is a minimum charge of £20 for a permit.

Older diesel vehicles (manufactured in 2015 or before) will be subject to an additional charge of £50

7. Business Parking Permits will be available at a cost of £805.60 per annum.
8. Business Visitors Vouchers can be purchased at a cost of £2.40 per hour and Residents’ Visitors Vouchers can be purchased at a cost of 80 pence per hour with a £4.50 daily cap. 
These vouchers will be issued in an electronic form
9 The Orders, which will come into operation on the 20th February 2023, other documents giving more detailed particulars of the Orders including plans, are available by e-mail from trafficnotices@ealing.gov.uk or by inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until the 28th March 2023.
10. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to the Order may make application for the purpose to the High Court by the 28th March 2023.
