TENNIS EVENT DAY RESTRICTED MOTORISED ACCESS TO CERTAIN ROADS
The Merton (Tennis Event Days) (Prescribed Route) Traffic Order 202*
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The general effect of the Order would be to:-
(a) prohibit any vehicle from entering any road or length of road specified in column 2 of the Schedule to this notice, between the hours of 8.30am and 11.30pm during the Wimbledon Championships, with exemptions for emergency service vehicles, essential service vehicles, and the types of vehicles listed in column 3 of the Schedule to this notice;
(b) prohibit any vehicle proceeding in:-
(i) Parkside, from entering into Somerset Road or Calonne Road or Parkside Avenue or Marryat Road;
(ii) High Street Wimbledon, from entering into Marryat Road; unless that vehicle is an authorised vehicle, ie accessibility / shuttle bus, care worker vehicles, coaches, courtesy cars, coaches, delivery vehicles, essential Championships event vehicles, essential service vehicles, emergency service vehicles, pedal cycles, public hire vehicles, press/media vehicles, local resident / business vehicles, school access, ticket holder vehicles, taxis, designated car park and indoor tennis centre car park permit holders and VIP vehicles.
NB:- The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
3. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs but would likely use one or more of the following roads:-Church Road, High Street, Wimbledon, Parkside, Wimbledon Parkside, Inner Park Road, Augustus Road, Replingham Road, Merton Road, Arthur Road, St Mary's Road, Durnsford Road, Gap Road and Leopold Road.
4. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the lengths of roads to which the Order relates and an alternative route for diverted traffic can be inspected on-line at: https://consult.merton.gov.uk/survey/925 or during normal office hours on Mondays to Fridays inclusive at: Merton Link, Merton Civic Centre, London Road, Morden, SM4 5DX or at the Wimbledon Library, 35 Wimbledon Hill Road, Wimbledon SW19 7NB.
5. Any person desiring to make representations or to object to the proposed Orders should visit https://consult.merton.gov.uk/survey/925 and do so no later than 24 February 2023 or send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX quoting reference ES/ WIMBLEDONTENNIS/2023, no later than 24 February 2023.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The main effect of the Orders would be to introduce a controlled parking zone "FG1" to include the streets or lengths of street specified in Schedule 1 to this notice and No. 88 Lavender Avenue, Nos. 154 to 172(even) London Road and Nos. 54, 56, 78 and 80 Bond Road.
3. The general effect of the 'FG1 Parking Places' Order would be to: -
(a) designate parking places that would operate Mondays to Fridays between the hours of 8.30am and 6.30pm inclusive in certain lengths of the streets listed in Schedule 1 to this Notice;
(b) specify that-
(i) each parking place may be used, subject to the provisions of the Order and except for the parking place in the length of road specified in Schedule 2 to this notice, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages for which has been issued a valid permit. Motor cycles and vehicles displaying a "blue badge" would park free;
(ii) the parking place in the length of street listed in Schedule 2 to this notice may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages for which payment has made using the Ringo system. Motor cycles and vehicles displaying a "blue badge" would park free;
(iii) the maximum parking period for which a vehicle for which payment has been made using the Ringo system may be left in a parking place in the length of street referred to in Schedule 2 to this notice during the permitted hours would be 1 hour, with no return for 2 hours;
(iv) the charge for parking in the parking place referred to in subparagraph 3(b)(ii) above would be one pound and twenty pence per hour (linear tariff of 10 pence for every 5 minutes, minimum payment 40 pence); with a supplementary 20 pence administration charge for use of the Ringo system;
(v) residents' permits would be issued by the Council or its agents to persons whose usual place of abode is in the streets specified in Schedule 1 to this Notice and No. 88 Lavender Avenue, Nos. 154 to 172(even) London Road and Nos. 54, 56, 78 and 80 Bond Road and subject to sub-paragraphs (vii) to (ix) below, the charges would be £80 per annum or £40 for six months for the first permit, £130 per annum or £65 for six months for the second permit and £180 per annum or £90 for six months for the third permit and an additional £50 per annum or an additional £25 for six months for each subsequent residential permit;
(vi) charges for other permits would be, subject to sub-paragraphs (vii) to (ix) below, as follows: free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would be £340, residents would be entitled to 50 full day temporary visitors' permits at a charge of £3 or 100 half day temporary visitors' permits at a charge of £2 per permit valid between 8.30am and 2pm or 12 noon and 6.30pm Mondays to Fridays inclusive; teacher permits would be £180 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(vii) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;
(viii) an additional charge (diesel surcharge) of £150 would apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;
(ix) the resident parking permit charge for electric vehicles would be set at a discounted rate of £20 per annum and that a reduction of £40 per annum would apply to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.
4. The general effect of the 'Waiting and Loading' Orders would be to introduce waiting restrictions operating either 'at any time' or between the hours of 8.30am and 6.30pm Mondays to Fridays in certain lengths of the streets specified in Schedule 1 to this Notice.
5. The general effect of the 'Free Parking Places' Order would be to amend the Merton (Free Parking Places) (Disabled Persons) (No. 1) Order 1977 so as to better reflect the current layout of certain disabled persons parking places in the roads or lengths of roads specified in Schedule 1 to this Notice.
6. The general effect of the 'Good Vehicles' Order would be to revoke the London Borough of Merton (Loading Bays) (No. 1) Traffic Order 2012 and re-enact its provisions so as to better reflect the current layout of the loading bay in Eveline Road.
7. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the streets or lengths of street to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey and at the Mitcham Library, 157 London Road, Mitcham CR4 2YR. 8. ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LOWER MORDEN LANE. SM4)
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate telecommunication works to be undertaken in Lower Morden Lane, SM4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would:-
(a) enter or proceed on the northern footway of Lower Morden Lane, from its easternmost junction with the Beverley Roundabout to a point 4 metres east of the western boundary of No. 194 Lower Morden Lane; or
(b) cause or permit any vehicle to proceed in Lower Morden Lane, between its easternmost junction with the Beverley Roundabout and the common boundary of Nos. 188 and 190 Lower Morden Lane other than inawestbound direction (vehicles would be prohibited from using the eastbound lane); or
(c) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in Lower Morden Lane, both sides, between its easternmost junction with the Beverley Roundabout and the common boundary of Nos. 188 and 190 Lower Morden Lane.
3. Any designated parking place situated in the length of Lower Morden Lane specified in paragraph 2(b) above would be suspended for the duration of the works.
4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed using the Beverley Roundabout, Tudor Drive(B279) and the A24.
6. Pedestrian traffic affected by the footway closure should proceed using the footway opposite and the footways around the Beverley Roundabout.
7. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the lengths of road specified in paragraphs 2(a) and 2(b) as applicable, insofar as access is reasonably practicable without interference with the said works.
9. The Order would come into operation on Monday 27th February 2023, with the works anticipated to be carried out that day. However, the Order would remain in force for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.
