What is happening?

Essex County Council

Section 53 Wildlife and Countryside Act 1981 Definitive Map and Statement for the County of Essex Definitive Map Modification No. 695 Footpath 32 Moreton, Epping Forest District Order 2002

The above Order made on 18 August 2022, if confirmed as made, will modify the Definitive Map for the area by:-

Adding a length of public footpath from Church Road in northerly direction for approximately 37 metres then heading in a generally north easterly direction for approximately 65 metres to join Footpath 3 Moreton. A copy of the Order and the Order map may be seen free of charge during normal office hours at the Chelmsford Library, Market Road, where copies will be available on request at a charge.

Any representation or objection relating to the Order must be sent in writing to the Director for Essex Legal Services, Essex County Council, Seax House, Victoria Road South, Chelmsford, Essex, CM1 1QH, to arrive not later than 25 March 2023 and it is requested that the grounds on which it is made are stated.

If no representations or objections are duly made to the Order, or if any so made are withdrawn, the Essex County Council, instead of submitting the Order to the Secretary of State, may itself confirm the Order. If the Order is submitted to the Secretary of State for the Environment, Food and Rural Affairs, any representations or objections, which have been duly made and not withdrawn, will be sent with it.

(Footpath 57, Waltham Abbey) (Temporary Prohibition of Use) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section S14(1) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order: Further to Notices on the 13 December 2022 and 04 January 2023, Essex County Council has temporarily closed to all traffic under section S14(1) of The Road Traffic Regulations Act 1984 (as amended) Footpath 57, Waltham Abbey, in the District of Epping Forest from its western termination point on Old Shire Lane, eastwards to its eastern termination point on Southend Lane, for its entire length, a distance of approximately 718 metres. The closure is scheduled to commence on 26 January 2023 or where appropriate signs are showing and weather permitting. The closure is required to allow for repair works to be carried out on the Footpath. The Order will come into effect on 26 January 2023 and may continue in force for six months, or until the works have been completed, whichever is the earlier. This Order may be extended by the Secretary of State if an extension is required.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On street Parking Places) (Civil Enforcement Area) (Amendment No.45) Order 2023

Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the Order: To amend the existing 'No Waiting Tuesday 7am-5pm: on both sides of The Hornbeams outside The Conyers to 'No Waiting Tuesday & Thursday 9:30am-12:30pm'.

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile number TL 440 107 revision 2 with revision 3.

Date of operation: The Order will come into operation on 13.02.2023.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Earls Path, Loughton) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Earls Path, Loughton in the District of Epping Forest, from its junction with Robin Hood Roundabout for a distance of approximately 865m in a southeasterly direction. The closure is scheduled to commence on 27th February 2023 for 5 days, or where stated on a valid permit (EP201EH2336571 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council. An alternative route is available via Forest Road, High Road, Church Hill, Goldings Hill, Lower Road, Wake Arms Roundabout, Epping New Road and vice versa.

The Order will come into effect on 9th February 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Ivy Chimneys, Bridge Hill & Brook Road, Epping) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Ivy Chimneys, Epping in the District of Epping Forest, from its junction with Centre Drive for a distance of approximately 325m in a northwesterly direction.

2. To temporarily close that length of Bridge Hill, Epping in the District of Epping Forest, from its junction with Centre Drive to its junction with Sunnyside Road a distance of approximately 200m.

3. To temporarily close that length of Brook Road, Epping in the District of Epping Forest, from its junction with Sunnyside Road to its junction with Bower Hill a distance of approximately 370m.

The closures are scheduled to commence on 27th February 2023 for 84 days (over 3 phases), or where stated on a valid permit (MX047IVYCHIMNEY-2203 & BRIDGEHILL-2203 & BROOKROAD-2203 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while mains renewal works are undertaken by Affinity Water. An alternative route is available via Bower Hill, Station Road, High Street, High Road, Theydon Road and vice versa (with access only into Ivy Chimneys). The Order will come into effect on 9th February 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(St Johns Road, Loughton) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of St Johns Road, Loughton in the District of Epping Forest, from its junction with Church Hill to its junction with Grasmere Close a distance of approximately 80m. The closure is scheduled to commence on 27th February 2023 for 14 days, or where stated on a valid permit (MU04766774126 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains installation works are undertaken by Thames Water. An alternative route is available via Goldings Hill, Clays Lane, Lower Road, Church Hill and vice versa (with access only into St Johns Road & Baldwins Hill). The Order will come into effect on 9th February 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hilly Field, Harlow) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Hilly Field, Harlow in the District of Harlow, from its junction with Riddings Lane for a distance of approximately 150m in a southwesterly direction. The closure is scheduled to commence on 13th February 2023 for 5 days, or where stated on a valid permit (EP201EH2336226 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while footway patching works are undertaken by Essex County Council. No alternative route is available.

The Order came into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(London Road & Newhall Way & Barnfield Way, Harlow) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of London Road, Harlow in the District of Harlow, from a point approximately 350m south of its junction with Gilden Way for a distance of approximately 100m in a southerly direction.

2. To temporarily close that length of Newhall Way, Harlow in the District of Harlow, from its junction with London Road for a distance of approximately 25m in a westerly direction.

3. To temporarily close that length of Barnfield Way, Harlow in the District of Harlow, from its junction with London Road for a distance of approximately 25m in an easterly direction.

The closures are scheduled to commence on 13th February 2023 for 12 days, or where stated on a valid permit (EP02231007995 - Kaybridge Construction (Barnet) Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while contours of speed table works are undertaken by Kaybridge Construction (Barnet) Limited. An alternative route is available via London Road, First Avenue, A414 Between Southern Town Boundary and Harlow Mill Roundabout, Church Langley Way (with access only into Newhall Way, London Road from The Chase and from Gilden Way) and vice versa.

The Order came into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Low Hill Road, Roydon) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Low Hill Road, Roydon in the District of Epping Forest, from a point approximately 50m

southwest of its junction with Parkfields for a distance of approximately 270m in a southwesterly direction. The closure is scheduled to commence on 13th February 2023 for 3 days, or where stated on a valid permit (MX04410187358 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stop tap and boundary box works are undertaken by Affinity Water. An alternative route is available via Low Hill Road, Netherhall Road, Hamlet Hill, Reeves Lane, Epping Road and vice versa.

The Order came into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Old Road, Harlow) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Old Road, Harlow in the District of Harlow, from its junction with Cambridge Road for a distance of approximately 55m in a southeasterly direction. The closure is scheduled to commence on 13th February 2023 for 54 days, or where stated on a valid permit (AZ5011001179588 - Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains replacement works are undertaken by Cadent. An alternative route is available via Priory Avenue, Station Road, Cambridge Road, Station Approach (access only into Old Road) and vice versa. The Order came into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Rookery Road, High Ongar) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Rookery Road, High Ongar in the District of Epping Forest, from a point approximately 220m southwest of its junction with Chelmsford Road for a distance of approximately 160m in a southwesterly direction. The closure is scheduled to commence on 14th February 2023 for 7 days, or where stated on a valid permit (EC30098889542 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks. An alternative route is available via King Street, Chelmsford Road and vice versa.

The Order came into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Westall Road, Loughton) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Westall Road, Loughton in the District of Epping Forest, from its junction with Rectory Road for a distance of approximately 35m in a northeasterly direction. The closure is scheduled to commence on 15th February 2023 for 1 day, or where stated on a valid permit (MU02600158706-00000002 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sewer cover replacement works are undertaken by Thames Water.

An alternative route is available via Ibbetson Path, Doubleday Road, Sandford Avenue, Westall Road and vice versa.

The Order came into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Woollard Street, Waltham Abbey)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Woollard Street, Waltham Abbey in the District of Epping Forest, from its junction with Milton Street for a distance of approximately 25m in an easterly direction.

2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in that length of Woollard Street, Waltham Abbey in the District of Epping Forest, for the duration of the above closure only.

"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The closure/restriction is scheduled to commence on 13th February 2023 for 5 days, or where stated on a valid permit (MU30800081217165005501 -Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while new connection works are undertaken by Thames Water. No alternative route is available.

The Order came into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
