What is happening?

Portsmouth City Council (Hartley Road) (Temporary Prohibition of Driving, Loading and Waiting) (No.12) Order 2023
Notice is hereby given that Portsmouth City Council has made the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 18th January 2023 and the effect will be as follows:-
A) TEMPORARY PROHIBITION OF DRIVING, LOADING AND WAITING
HARTLEY ROAD
From its junction with Magdalen Road to outside No. 7.
B) REASON FOR THE ORDER
To facilitate Openreach access to overhead network for pole renewal outside No. 3.
C) DURATION OF THE ORDER
From 09:30 to 15:30 on 18th January 2023 or completion of the works, whichever is sooner.
D) DIVERSION
Vehicles will be diverted from Magdalen Road - London Road - Ophir Road - Gladys Avenue - Northern Parade.
Pedestrian access will be maintained around the works.
