What is happening?

Portsmouth City Council (Commercial Road) (Temporary Prohibition of Driving, Loading and Waiting) (No.12) Order 2023
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 19th January 2023 and the effect will be as follows:-
A) TEMPORARY PROHIBITION OF DRIVING, LOADING AND WAITING
COMMERCIAL ROAD (SOUTHBOUND)
From its junction with Station Street to its junction with Isambard Brunel Road.
ISAMBARD BRUNEL ROAD
From its junction with Dugald Drummond Street to its junction with Commercial Road. (Access only to Dugald Drummond Street).
B) REASON FOR THE ORDER
To facilitate bridge inspection works.
C) DURATION OF THE ORDER
From 21:00 on 19th January 2023 to 05:00 to 20th January 2023 or completion of the works, whichever is sooner.
D) DIVERSION
Vehicles will be diverted from Dugald Drummond Street - Greetham Street - Isambard Brunel Road - Winston Churchill Avenue - Lord Montgomery Way - St Michaels Road - Anglesea Road - Alfred Road - Market Way - Market Way Roundabout - Market Way - Unicorn Road - Stanhope Road - Station Street
AND Stanhope Road - Unicorn Road - Alfred Road - Anglesea Road - King Richard 1st Road - Winston Churchill Avenue - Isambard Brunel Road.
Pedestrian access will be maintained around the works
