Hurlingham Road - Community Right To Bid For Property Disposal
What is happening?
THE LONDON BOROUGH OF BEXLEY
Localism Act 2011: - List Of Assets Of Community Value (Community Right To Bid) - Community Notice
For more details: www.bexley.gov.uk/communityrighttobid.
On 15th May 2023 THE LONDON BOROUGH OF BEXLEY added Pantiles Methodist Church, Hurlingham Road, Bexleyheath, Kent, DA7 5PF, to the List of Assets of Community Value, in response to a community nomination. (Asset reference number ACV119).
On 23rd October 2026, the owner of the asset informed The London Borough Of Bexley that they wish to dispose of this property.
A 6-week "interim moratorium period" has now been triggered, during which the owner cannot enter into a relevant disposal of the asset. This window of opportunity will end on 4th December 2026.
During these 6 weeks, eligible community interest groups must notify the Council if they wish to be treated as a potential bidder for the asset. To do so, they must fill out the "Request to be treated as a Potential Bidder" form, available on the Council’s website: www.bexley.gov.uk/communityrighttobid.
Please note that "eligible community interest group" means an organisation that has a local connection (that is, its activities are wholly or partly concerned with Bexley or an area in a neighbouring authority) and has one of the following structures:
- A charity
- A community interest company
- A company limited by guarantee that is nonprofit distributing
- An industrial and provident society that is nonprofit distributing
If the Council receives the "Request to be treated as a Potential Bidder" form on or before 4th December 2026, a longer "full moratorium period" will be triggered, during which organisations can prepare their bids to purchase the property. Once the full moratorium period ends, the owner will be free to proceed with the disposal of their asset to whomever they choose and at any price and will be under no obligation to accept the offer of any community group.
If during the interim moratorium period, no eligible community interest groups submit this form requesting to be treated as a potential bidder, the owner will be free to dispose of their asset to whomever they choose and at any prices when this interim moratorium period ends.
