Notice is hereby given that Vattenfall Wind Power Ltd, ( “the Company”) with company registration number 06205 750, having its registered office at Vattenfall, 5th Floor, 70 St Mary Axe, London, EC3A 8BE has applied to the Scottish Ministers for consent under section 36 of the Electricity Act 1989 to construct and operate a generating station compromising of a wind farm and battery energy storage system, k nown as Quan tans Hill, on land approximately 2 km east of Car sphairn in Dum fries & Gallo way (Central Grid Reference 259700, 595250). The installed capacity of the proposed gener ating s tation would be approximately 95 M W: comprising of up t o 14 wind turbines with a maximum ground to blade tip height of up to 200 metres.

The proposed development is subject to Environmental Impact Assessment ( EIA) and an EIA Report has been produced.

The Company has also requested a direction under section 57(2) o f t he Town and Country Planning ( Scotland) Act 1997 that planning permission for the development be deemed to be granted.

The Company has now submitted additional in formation to Scottish Ministers, which includes in formation relating to the grid connection route.

Copies of the information may be obtained from Vattenfall Wind Power Ltd telephone: 01434 611296 or email quantanshill.windfarm@vattenfall.com at a charge of £1,200 hard copy and free on USB storage device. Copies of a short Non-Technical Summary are available free of charge.

All previous representations received by Scottish Ministers in relation to the application remain valid. Any new representations on the variation application may be submitted via www.energyconsents.scot, using the relevant Project Name and/or ECU reference number. Please note that you must be in possession of a working email address to submit a representation virtually. If you would prefer to submit your representation by post, please send to the Scottish Government, Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU, identifying the proposal and specifying the grounds for representation. Written representations should be dated, clearly stating the name (in block capitals) and full postal address of those making representations.

All representations should be received not later than 2nd November 2026. Scottish Ministers may be able to consider written representations received after this date. Any subsequent additional information which is submitted by the Company pursuant to the Electricity Works (EIA) Regulations 2017 will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice. Where Scottish Ministers decide to exercise their discretion to do so, they can cause a public inquiry to be held.

Scottish Ministers will determine the application for consent in one of two ways:
• Grant consent, with or without conditions attached; or
• Refuse the proposal.
