What is happening?

Local Authorities (Members’ Allowances) (England) Regulations 2003

Notice is hereby given by the London Borough of Redbridge (the Council) pursuant to Regulation 16(1) of the Local Authorities (Members’ Allowances) (England) Regulations 2003 that following consideration of recommendations from an Independent Remuneration Panel, the Council has resolved to make its Members’ Allowances Scheme for the financial year commencing 1st April 2026 and ending 31 March 2027.

In making its Members’ Allowances Scheme the Council considered the recommendations of the Independent Remuneration Panel to London Councils. The Council resolved to make no changes to the allowance levels from 2025/26.

Details of the approved Basic Allowance, Special Responsibility Allowances (SRA) are set out below:

Special Responsibility Allowances are not cumulative. If a Member holds more than one position attracting an SRA only the highest applicable allowance will be paid.

The Members’ Allowance Scheme makes provision for a Carers’ Allowance to be paid as reimbursement of the level of actual expenditure incurred.

Travel and subsistence expenses may be paid for any duty undertaken as a councillor that falls under the list of approved duties contained within the Scheme. The Scheme also includes a provision for Members with special travel needs for reimbursement of reasonable travelling costs for duties outlined within the scheme. Allowance is made for Out of Borough Subsistence, defined in the scheme, for which prior approval of the maximum cost to be incurred will need to be sought from the relevant Director or the Monitoring Officer.

Travel Allowances

Travel Allowance Reimbursement
Public Transport Reimbursed on the provision of receipts for the actual fare paid not exceeding the ordinary fare (or any available cheap fare) and where there is more than one class of fare available, second-class fare.
Car For use of a private car for attendance at approved duties mileage will be paid to Members at the flat rate of 40p per mile. The rate may be increased in respect of the carriage of one or more passengers to whom a travelling allowance would otherwise be payable, of not more than 3p a mile for the first passenger and 2p a mile for the second and subsequent passengers. The full amount of any expenditure incurred on tolls, ferries or parking fees, including overnight garaging.
Motorcycle/Bicycle Any motorcycle 11.76p per mile and a rate of 26p per mile for the use of a pedal cycle for attendance at approved duties.
Taxi In cases of urgency or where no public transport is reasonably available, the amount of the actual fare and any reasonable gratuity paid, and in any other case, the amount of the fare for travel by appropriate public transport. Reimbursed on the provision of receipts.

The Members’ Allowance Scheme is available for inspection on the Council’s website at www.redbridge.gov.uk and by members of the public during normal office hours at Committee Services, Redbridge Council, Lynton House, 255-259 High Road, Ilford, IG1 1NY.
