Commencement of landlords requiring a licence to operate a Section 257 HMO in Salford

Notice is hereby given that Salford City Council has designated a citywide Additional Licensing scheme for all section 257 Houses in Multiple Occupation (HMOs) in accordance with the Housing Act 2004.

This designation was made under The Housing Act 2004: Licensing of Houses in Multiple Occupation and Selective Licensing of Other Residential Accommodation (England) General Approval 2024, pursuant to section 56 and 58, of the Housing Act 2004 and was made on 11 August 2026.

The designation will remain in effect for a period of five years, unless it is revoked at an earlier date.

Under the scheme, private landlords who rent out Section 257 HMOs in Salford, will be required to apply for a licence, subject to any statutory exemptions. The designation may be inspected at Salford Civic Centre, Chorley Rd, Swinton, M27 5BY After 19 November 2026, the consequences of failing to licence a property that is required to be licensed include a criminal sanction of a fine or a civil penalty, having a rent repayment order, interim management order or final management order made against them.

The designation applies to all of Salford.
