Details of the Land
Notice is hereby given pursuant to sections 117 to 121 of the Charities Act 2011 that the Joint Administrators of Access Community Trust (the “Charity”) are proposing to dispose of the following property, which is designated land held by the Charity:
The property known as The “Olive Centre”, Lowestoft Club for Elderly People, Clapham Road South, Lowestoft, NR32 1QS, registered at HM Land Registry under title number SK78629 (the “Property”).
The Property comprises freehold land registered with title absolute and was transferred to the Charity on 28 February 2023 from the Official Custodian for Charities (on behalf of Lowestoft Elderly People’s Welfare Committee, now removed charity number 1073036).
Designated Land Status
The Property is designated land within the meaning of the Charities Act 2011. The Property is held by the Charity for the specific charitable purpose of advancing the welfare of elderly people in Lowestoft by assisting the work of statutory authorities and organisations engaged in providing facilities for physical and mental recreation, promoting physical health, furthering health, relieving poverty, distress and sickness, or in pursuing any objects which now are or hereafter may be deemed by law to be charitable, for the benefit of people aged 60 years and over, and that is has to be used solely for that purpose.
How the Charity Proposes to Dispose of the Land
The Joint Administrators propose to dispose of the Property by way of sale or transfer to a party that is able to continue the current charitable purposes for which the Property is held, namely as an over 60s club providing facilities for the physical and mental recreation of elderly people. The Property would therefore continue to be retained and used for its current charitable purposes following the disposal.
As the Property is designated land, which is proposed to be disposed of on the basis that it will continue to be used for its current charitable purposes, the Charity Commission’s prior consent to the disposal is not required, provided that this public notice procedure is followed in accordance with the Charities Act 2011.
It is also proposed that the acquiring party settle all associated costs in connection with the Property.
Invitation for Comments
Any person who wishes to make representations, to raise any comments or objections regarding the proposed disposal of the Property is invited to contact the Joint Administrators in writing at the address or email below.
Any such representations, comments or objections must be received by the Joint Administrators no later than 18 September 2026.
The Joint Administrators will consider all representations, comments and objections received before proceeding with the proposed disposal.
