NOTICE OF PUBLICATION OF THE REGULATION 19 PROPOSED

SUBMISSION WEST LONDON WASTE PLAN

Planning and Compulsory Purchase Act 2004 and

Regulation 19 of the Town and Country Planning (Local Planning)

(England) Regulations 2012 (as amended)

NOTICE IS HEREBY GIVEN that the Regulation 19 publication period for the Proposed Submission version of the West London Waste Plan (WLWP) will run for eight weeks from Tuesday 4th August 2026 until 11.59 pm on Monday 28th September 2026.

The London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames (the West London boroughs) and the Old Oak and Park Royal Development Corporation (OPDC) have prepared the Regulation 19 Proposed Submission West London Waste Plan for public comment. Ealing Council is hosting the Proposed Submission version of the WLWP and the supporting documents on its online portal on behalf of the authorities involved.

The Regulation 19 Proposed Submission version of the WLWP covers the West London boroughs and the Brent and Ealing parts of the OPDC area. It sets out the proposed planning strategy for waste management in the plan area up to 2041 and includes proposed policies for assessing planning applications that relate to waste management development. It also identifies sites that are proposed to be safeguarded for waste use.

The West London boroughs and OPDC invite representations on the legal compliance and soundness of the Regulation 19 Proposed Submission version of the WLWP. Representations must be made by 11.59 pm on Monday 28th September 2026.

Copies of the Regulation 19 Proposed Submission version of the WLWP and the supporting documents are available for inspection online at https://haveyoursay.ealing.gov.uk/projects/wlwp-consultation. Printed copies are available at Harrow Council, Forward Drive, Harrow, HA3 8FF, (by appointment, please contact local.plan@harrow.gov.uk) and at all Harrow Council libraries for the duration of the publication period. Further information on the inspection locations is available on the consultation portal.

Representations may be submitted by completing the online questionnaire on the consultation portal, by emailing a completed response form to wlwpwasteplan@ealing.gov.uk, or by submitting a printed response form or written comments by post to: Planning and Infrastructure, West London Alliance, Ealing Council, 5th Floor, Perceval House, 14–16 Uxbridge Road, Ealing, W5 2HL. Response forms (PDF and Word) are available on the consultation portal and printed copies are available at the Harrow locations listed above.

Please submit your representation once only to avoid duplicates.
