What is happening?

MEMBERS’ ALLOWANCES SCHEME 2025/26 AND PAYMENTS MADE 2024/25
This Notice is published in accordance with Regulation 16(1) of the Local Authorities (Members’ Allowances) (England) Regulations 2003.
The Council’s Scheme of Allowances, 2025/26
The agreed Members’ Allowances Scheme is included in Part 6 of the Council’s Constitution, which is available at the Council’s website: www.kingston.gov.uk
The Scheme is based on the 2024/25 Scheme with a 3.20% increase in rates in line with the Local Government pay award.
The main elements of the scheme are the payment of a Basic Allowance of £9,858.28 per annum to each of the 48 Members of the Council and the payment of Special Responsibility Allowances to certain Councillors who have been appointed to particular offices by the Council:

Dependent’s Allowance and Travel and Subsistence may also be payable to Councillors. The Dependent’s Allowance is payable at a rate equivalent to the Living Wage for London (£13.85 per hour). These Allowances contribute towards costs of carrying out their duties and roles as a Councillor.
The Recommendations of the Independent Remuneration Panel
The Independent Panel for the Remuneration of Councillors in London established by London Councils reviews allowances every four years. Its 2023 report recommended a Basic Allowance of £15,960 per annum for each Councillor and five levels (or bands) of Special Responsibility Allowances (SRA) and these allowances should be updated annually in line with the local government pay settlement.
The allowances approved by the Council are based on these recommendations, but set at a lower level. The full report is available at the Council’s website: www.kingston.gov.uk.
Payments made by the Council during 2024/25
The amounts paid in Basic, Special Responsibility, Dependents’, Travel and Subsistence Allowances for 2024/25 are available for inspection at the Council’s offices at The Guildhall, Kingston upon Thames KT1 1EU during normal office hours and on the Council’s website www.kingston.gov.uk. Members of the public are required to make an appointment in advance for inspection at the offices.
