Mae Cyngor Bwrdeistref Sirol Rhondda Cynon Taf am benodi Aelod Annibynnol i’w Bwyllgor Safonau. Mae Pwyllgor Safonau Cyngor y Fwrdeistref Sirol wedi’i sefydlu o dan Ddeddf Llywodraeth Leol 2000 ac is-ddeddfwriaeth. Yn rhan o’i gylch gorchwyl, mae’r Pwyllgor Safonau yn trafod materion sy’n ymwneud ag ymddygiad Aelodau Etholedig ac Aelodau Cyfetholedig. Mae’r Pwyllgor yn cynnwys Aelodau Etholedig o’r Cyngor, Aelod o Gyngor Cymuned ac aelodau annibynnol. Caiff Cadeirydd ac Is-gadeirydd y Pwyllgor eu hethol o’r aelodau annibynnol.
Mae’r Cyngor wedi mabwysiadu’r meini prawf canlynol ar gyfer penodi aelodau annibynnol:
• Rhaid iddyn nhw fod yn ‘annibynnol’, yn unol â diffiniad Rheoliadau Pwyllgor Safonau (Cymru) 2001, rhaid iddyn nhw beidio â bod wedi’u hanghymwyso gan y rheoliadau hynny na chan Adran 80 o Ddeddf Llywodraeth Leol 1972.
• Rhaid iddyn nhw fod â’r hawl i gael eu cynnwys ar gofrestr etholiadol Cyngor Bwrdeistref Sirol Rhondda Cynon Taf.
• Rhaid iddyn nhw fod yn aelod parchus o’r gymuned yn yr ardal a wasanaethir gan Gyngor Bwrdeistref Sirol Rhondda Cynon Taf, a meddu ar brofiad perthnasol i waith y Pwyllgor Safonau.
Rhaid i bob ymgeisydd fod yn gwbl annibynnol ar wleidyddiaeth.
Bydd y penodiad am gyfnod o chwe blynedd. Mae gan Aelod Annibynnol hawl i gael lwfans dyddiol ar gyfradd o £210 (£105 am ½ diwrnod) a threuliau am fynychu cyfarfodydd, sy’n daladwy yn unol â Rhestr Cydnabyddiaeth Ariannol i Aelodau y Cyngor.

RHONDDA CYNON TAF COUNTY BOROUGH COUNCIL
APPOINTMENT OF INDEPENDENT MEMBER TO THE STANDARDS COMMITTEE
Rhondda Cynon Taf County Borough Council is seeking to appoint an Independent Member to its Standards Committee. The Standards Committee of the County Borough Council has been established under the Local Government Act 2000 and subsidiary legislation. Included in its terms of reference is the consideration of matters relating to Elected and Co-Opted Members’ conduct. The Committee comprises elected members of the Council, a Community Council Member and independent members. The Chairperson and Vice-Chairperson of the Committee are elected from the independent members.
The Council has adopted the following criteria for the appointment of independent members:
• They must be “independent”, as defined by the Standards Committee (Wales) Regulations 2001, not be disqualified by those regulations nor by Section 80 of the Local Government Act 1972
• They must be entitled to be included in the electoral register for Rhondda Cynon Taf County Borough Council
• They must be a respected member of the community within the area served by Rhondda Cynon Taf County Borough Council and have experience relevant to the Standards Committee’s work.
All applicants must be totally independent of politics.
The appointment will be for a period of six years. An Independent Member is entitled to receive a daily allowance rate of £210 (£105 for ½ day) plus expenses for their attendance at meetings which is payable in accordance with the Council’s Schedule of Member Remuneration.
