NOTICE OF CONFIRMATION OF AN ORDER

HIGHWAYS ACT 1980

PUBLIC PATH DIVERSION ORDER 2026

FOOTPATH 45 GREENSTEAD GREEN AND HALSTEAD RURAL AND

FOOTPATH 4 COLNE ENGAINE

On 24 July 2026 Essex County Council confirmed the above order made under section 119 of the Highways Act 1980.

The effect of the order as confirmed is to divert a part length of Footpath 45 Greenstead Green and Halstead Rural of unknown width shown by a bold continuous line on the order map commencing from point A at grid reference 58296,22998 located at a point on the dismantled railway line running in a generally southerly direction for a distance of approximately 8 metres to point B at grid reference 58297,22997 south of the dismantled railway line then running in an east south easterly direction south of and parallel to the aforementioned dismantled railway line crossing through a field boundary and parish boundary to continue as Footpath 4 Colne Engaine for a final distance of approximately 606 metres to point C at grid reference 58355,22983 where it meets Langley Mill Road and terminates, to an alternative route 2 metres in width commencing from the aforementioned point A running in an east south easterly and then generally southly direction along the route of the dismantled railway line for a total distance of approximately 609 metres to meet the aforementioned point C where it terminates at Langley Mill Road.

Copies of the order and order map can be requested to be posted or viewed by emailing publicpathorders@essexhighways.org to arrange a suitable time to inspect the documents quoting the Order title. Documents can be made available for inspection 8.30am-4.30pm Mon-Fri at Essex County Council, County Hall, E block main reception, Market Road, Chelmsford if so required following the current social distancing restrictions. Copies of the order and order map are available on Essex Highways website at: www.essexhighways.org/public-path-notices and have also been sent to Braintree District Council and Greenstead Green and Halstead Rural and Colne Engaine Parish Councils.

The alternative route comes into force on 21 August 2026, and the old route shall be stopped up with effect from 28 August 2026, but if a person aggrieved by the order wants to question its validity, or that of any provision contained in it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 6 August 2026 make an application to the High Court.
