MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adran 247 o Ddeddf Cynllunio Gwlad a Thref 1990 (“Deddf 1990”) i awdurdodi cau’r darn o briffordd a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn. Mae Gweinidogion Cymru wedi eu bodloni bod angen cau’r briffordd. Nid awdurdodir cau’r briffordd ond er mwyn gwneud y datblygiad yn unol â’r caniatâd cynllunio a roddwyd o dan Ran 3 o Ddeddf 1990 gan Gyngor Bro Morgannwg ar 18 Hydref 2024 o dan y cyfeirnod 2024/00329/FUL a ddisgrifir yn Atodlen 2 i’r Hysbysiad hwn.
Bydd Gorchymyn Cau Priffyrdd (Tir i’r de o Blackton Lane ac i’r gorllewin o Port Road, y Rhws, Bro Morgannwg) 2026 (“y Gorchymyn”) yn peidio â chael effaith os daw’r caniatâd cynllunio mewn cysylltiad â’r datblygiad i ben neu os caiff ei ddirymu.
Mae’r Gorchymyn yn gwneud darpariaeth ar gyfer cadw hawliau ymgymryd statudol ar gyfer unrhyw gyfrypar o dan y briffordd, ymdrin, arni, drosti, ar ei hyd neu ar ei thraws.
Gellir edrych ar gopi(au) o’r Gorchymyn a’r plan a adnewyddu yn rhad ac am ddim yn ystod oriau swyddfa arferol yn Lyfrgell Gynunedol y Rhws, Ffontygary Road, Y Rhws, CF62 3HL, neu gellir eu cael yn rhad ac am ddim o’r cyfeiriad isod gan ddyfynnu’r cyfeirnod qA2380611.
Caiff unrhyw berson a dramgwyddir gan y Gorchymyn, ar y sail:
a. nad yw o fewn pwerau Deddf 1990; neu
b. na chydymffurfiwyd ag un o unrhyw un weithdrefnol Deddf 1990;
o fewn 6 wythnos i 23 Gorffennaf 2026, wneud cais i’r Uchel Lys at y diben hwnnw.

TOWN AND COUNTRY PLANNING ACT 1990
NOTICE OF THE STOPPING UP OF HIGHWAYS (LAND TO THE SOUTH OF BLACKTON LANE AND WEST OF PORT ROAD, RHOOSE, VALE OF GLAMORGAN) ORDER 2026
THE WELSH MINISTERS have made an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the length of highway described in Schedule 1 to this Notice. The Welsh Ministers are satisfied that the stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by Vale of Glamorgan Council on 18 October 2024 with reference number 2024/00329/FUL described in Schedule 2 to this Notice.
The Stopping Up of Highways (Land to the south of Blackton Lane and west of Port Road, Rhoose, Vale of Glamorgan) Order 2026 (“the Order”) ceases to have effect if planning permission in respect of the development expires or is revoked.
The Order makes provision for the preservation of rights of statutory undertakers for any apparatus under, in, on, over, along or across the highway.
Copies of the Order and the deposited plan may be inspected free of charge during normal office hours at Rhoose Community Library, Fontygary Road, Rhoose, CF62 3HL, or may be obtained free of charge from the address below quoting reference qA2380611.
If a person is aggrieved by the Order, on the grounds that:
a. it is not within the powers of the 1990 Act; or
b. a procedural requirement of the 1990 Act has not been complied with;
that person may, within 6 weeks of 23 July 2026 make an application for the purpose to the High Court.

A triangular shaped length of highway on the land located to the south of Blackton Lane and to the west of Port Road, Rhoose, measuring 31.08 metres long at its longest point and 5.21 metres wide at its widest point, and marked with zebra hatching on the deposited plan.

The Development
Development at land to the south of Blackton Lane and west of Port Road, Rhoose, for a new Advanced Technology Centre for Cardiff and Vale College including landscaping, related infrastructure and engineering works.
