Mae Cyfoeth Naturiol Cymru yn hysbysu ei fod yn bwriadu gwneud gwaith gwella i’r amddiffynfeydd rhag llifogydd ar Afon Ebwy yn Rhisga, Casnewydd rhwng Cefn LIDL Rhisga a Chefn Adeilad Cyflenwad Ffôn BT (Cyfeiriad Grid Cenedlaethol ST 23922 90133) a’r pwynt cysyllt i lawr yr afon â’r wal llifogydd bresennol ger Pont Mill Street (Cyfeirnod Grid Cenedlaethol ST 23945 90085), pellter o tua 37 metr.
Bydd y gwaith gwella arfaethedig yn cynnwys y canlynol:
Darn newydd 37 metr o wal llifogydd, a adeiladir gan ddefnyddio polion dalen dur parhaol, wedi’u gosod ar hyd aliniad diwygiiedig i gymru lle’r wal hanesyddol sydd wedi methu. Bydd y wal yn cynnwys adfer glan yr afon gan ddefnyddio cerrig bloc a matiau rheoli erydiad, gosod amddiffyniad rhag erydiad, a chael gwared ar y bwnd brys dros dro sy’n darparu amddiffyniad tymor byr rhag llifogydd ar hyn o bryd. Bydd y gwaith yn cael ei wneud o fewn y ffenestr a ganiateir ar gyfer gweithio yn yr afon, gyda chyfyngiadau ecolegol, geomorffolegol a chysylltiedig â chyflwr y caeu el rheoli dwryddol y broses.
Nid yw’r datblygiad arfaethedig yn mynd y tu hwnt i’r trothwy/meini prawf cymwys o fewn Colofn 2 o Atodlen 2 y Rheoliadau AEA ac nid yw’n dod o fewn ‘ardal sensitif’ fel y’i diffinnir gan y Rheoliadau. Felly, nid oes angen sgrinio’r datblygiad arfaethedig o dan y Rheoliadau Asesiad o Effaith Amgylcheddol.
Mae Cyfoeth Naturiol Cymru o’r farn nad yw’r gwaith gwella yn debygol o gael effaith sylweddol ar yr amgylchedd ac nid yw’n bwriadu paratoi Datganiad Amgylcheddol.
Lluniwyd Adroddiad Amgylcheddol, gan gynnwys Cynllun Gweithredu Amgylcheddol (EAP), yn crynhoi mesurau lliniaru amgylcheddol a’r cyfrifon ar gyfer dylunio, adeiladu a gweithredu’r gwaith.
Dylai unrhyw un sy’n dymuno cyflwyno sylwadau mewn perthynas ag effeithiau amgylcheddol tebygol y gwaith gwella arfaethedig wneud hynny, yn ysgrifenedig, a’u hanfon i’r cyfeiriad isod, o fewn 30 diwrnod i ddyddiad cyhoeddi’r hysbysiad hwn.

NOT TO PREPARE AN ENVIRONMENTAL STATEMENT.
Regulation 12B of the Environmental Impact Assessment (Land Drainage Improvement Works) SI1999/1783 as amended
Risca Flood Wall Repair
Natural Resources Wales gives notice that it proposes to carry out improvement works to the flood defences on River Ebbw in Risca, Newport between Rear of Lidl Risca and Rear of BT Telephone Exchange Building (NGR ST 23922 90133) and the downstream tie in with the existing flood wall near Mill Street Bridge (NGR ST 23945 90085), a distance of approximately 37 metres.
The proposed improvement works will involve the following:
A 37 metre replacement section of flood wall, constructed using continuous steel sheet piles, installed along a revised alignment to replace the failed historic wall. Works will include reinstatement of the riverbank using blockstone and erosion control matting, installation of scour protection, and removal of the temporary emergency bund currently providing short term flood defence.
The works will be undertaken within the permitted in river working window, with ecological, geomorphological and utility related constraints managed throughout.
The proposed development does not exceed the applicable threshold/criteria within Column 2 of Schedule 2 of the EIA Regulations and does not fall within a ‘sensitive area’ as defined by the Regulations. The proposed development therefore does not require screening under the EIA Regulations.
Natural Resources Wales considers that the improvement works are not likely to have significant effects on the environment and does not intend to prepare an Environmental Statement.
An Environmental Report, including an Environmental Action Plan (EAP), has been produced summarising environmental mitigation requirements for design, construction and operation of the works.
