What is happening?

HALTON BOROUGH COUNCIL SCHEME OF MEMBERS' ALLOWANCES

Halton Borough Council hereby gives notice that, having regard to the recommendations of an Independent Remuneration Panel, pursuant to regulation 19 of the Local Authorities (Members' Allowances) (England) Regulations 2003, it has considered and implemented all of the recommendations of the Panel, including all of the amounts of the allowances set out below, and has made minor amendments to its Scheme of Members' Allowances (The Scheme) The current Scheme was made and adopted by Full Council at its meeting on 5 March 2025 and came into effect on 1 April 2025. It will remain in effect for three years. The Scheme is available for Public Inspection between 9.00 am and 4.30 pm on Mondays to Fridays excluding Bank Holidays at the following offices:

• Halton Direct Link, Brook Street, Widnes

• Halton Direct Link, Halton Lea, Runcorn

The full Council met on 8 July 2026 and made two minor amendments to the Scheme, by making provision for the payment of allowances to co-opted members of its Boards/ Committees in the sum of £500 pro rata each per annum, and to specify the allowance paid to its Members who serve on the Liverpool City Region Combined Authority Transport Committee, which is £5379. The main features of the Scheme are as follows:

• The Scheme remains fit for purpose and remains unaltered save for the small changes referred to above and below.

• The Basic Allowance remains at £10,978 per annum (as at 1 April 2025)

• All Special Responsibility Allowances  as shown in the table below.

POSITION SRA - (figures as at 1 April 2025 - please see note below

Leader - £29,716

Deputy Leader - £19,245

To a maximum of 68% of the Leader's Special Responsibility Allowance (SRA)

Executive Board Member - £15,849 To a maximum of 56% of the Leader's SRA

Chairs Boards / Committee - £9,425 To a maximum of 33% of the Leader's SRA

Vice Chairs Boards/ Committees - £ 4,713 50% of the Chair's SRA

Leader of Principal Opposition (can be split equally if there is parity in the opposition groups) - £9,425

Scrutiny Co-ordinator - £9,425 Equal to that of the Chair's SRA

• Figures are subject to change in line with the Employee Annual Cost of Living Rise if appropriate; Co-opted Members of the Council's Boards / Committees will receive an annual allowance of £500 pro rata, and the Council's Members who serve on the

Liverpool City Region Combined Authority receive £5379.

Travel and subsistence allowances remain unchanged as follows.

Engine size - Up to 149cc - 150cc to 499cc - 500cc and over
