Bydd y Gorchymyn uchod, a wnaed ar 10/06/2026 o dan adran 119 o Ddeddf Priffyrdd 1980, yn gwyro’r llwybrau troed cyhoeddus a ddisgrifir yn Rhan 1 o’r Atodlen i’r llwybrau a ddisgrifir yn Rhan 2 o’r Atodlen isod fel y’i dangosir ar fap y Gorchymyn.

Gellir gweld copi o’r Gorchymyn a map y Gorchymyn yn Nhy Penallta yn rhad ac am ddim rhwng 9am a 4.30pm o ddydd Llun i ddydd Gwener. Gellir cael copïau digidol o’r Gorchymyn a’r map yn rhad ac am ddim ar gais i’r Gwasanaethau Cyfreithiol (cyfeiriad isod) a gellir archebu copïau papur yn Nhy Penallta am gost o £5.00.

Gellir anfon unrhyw sylwadau ynghylch y Gorchymyn, neu mewn gwrthwynebiad iddo, yn ysgrifenedig wedi’i gyfeirio at Bennaeth y Gwasanaethau Cyfreithiol (cyfeiriad isod) erbyn 31/07/2026. Nodwch y rhesymau dros eu gwneud.

Os na wneir unrhyw sylwadau neu wrthwynebiadau mewn pryd, neu os tynnir unrhyw rai a wneir yn ôl, gall Cyngor Bwrdeistref Sirol Caerffili gadarnhau’r Gorchymyn yn Orchymyn diwythrynebiad. Os anfonir y Gorchymyn at Weinidogion Cymru am gadarnhad, bydd unrhyw sylwadau a gwrthwynebiadau na chawsant eu tynnu yn ôl yn cael eu hanfon gydag’r Gorchymyn.

Y rhan honno o lwybr troed 38 o fan yn Troed-rhiw-las Lane wrth y fynedfa i gerddwyr i Ysgol Gyfun Gymraeg Rhisga, gan fynd heibio i’r gogledd o’r adeilad, i derfynu yn Mountain Road.

DISGRIFIAD O SAFLE’R LLWYBR NEWYDD NEU’R FFORDD NEWYDD

Llwybr troed newydd o’r un man yn Troed-rhiw-las Lane, gan arwain yn gyffredinol i gyfeiriad y de-ddwyrain ar hyd troedffordd ger y ffordd gerbydau i’r ysgol, i derfynu wrth y fynedfa i faes parcio’r ganolfan hamdden tua 10 metr o gornel ddeheuol y caeau chwaraeon, i gwrdd â llwybr newydd llwybr troed 39.

Llwybr troed newydd o’r fynedfa i gerddwyr i Ysgol Gyfun Gymraeg Rhisga a’r ganolfan hamdden, gan groesi’r maes parcio ar hyd yr ymyl ogleddol i gyfeiriad y gogledd-ddwyrain cyn mynd i ardal laswelltog, i derfynu yn Lôn Ysguborwen 15 metr i’r gogledd-orllewin o’r man terfynu gwreiddiol.

NOTICE OF MAKING PUBLIC PATH DIVERSION ORDER 2026

HIGHWAYS ACT 1980, SECTION 119

THE CAERPHILLY COUNTY BOROUGH COUNCIL

PARISH OF ROGERSTONE

PUBLIC FOOTPATHS NOS 38 & 39

The above named Order, made on 10/06/2026 under section 119 of the Highways Act 1980 will divert the public footpaths described in Part 1 of the Schedule to the routes described in Part 2 of the Schedule below as shown on the Order map.

A copy of the Order and the Order map may be seen at Penallta House free of charge between 9 a.m. and 4.30 p.m. Mondays to Fridays. Digital copies of the Order and map may be obtained free of charge upon request to Legal Services (address below) and paper copies may be ordered at Penallta House at a cost of £5.00.

Any representations about or objections to the order may be sent in writing addressed to the Head of Legal Services (address below) not later than 31/07/2026. Please state the grounds on which they are made.

If no such representations or objections are duly made, or if any so made are withdrawn, the Caerphilly County Borough Council may confirm the Order as an unopposed Order. If the Order is sent to the Welsh Ministers for confirmation any representations and objections which have not been withdrawn will be sent with the Order.

SCHEDULE

PART 1

DESCRIPTION OF SITE OF EXISTING PATH OR WAY

That part of footpath 38 from a point on Troed-Rhiw-Las-Lane at the pedestrian entrance to Risca Community Comprehensive School, skirting north of the building to terminate on Mountain Road.

AND

That part of footpath 39 from a point at the vehicular entrance to Risca Community Comprehensive School and the leisure centre, skirting to the north of the playing fields in a general north easterly direction to terminate on Ysguborwen Lane.

PART 2

DESCRIPTION OF SITE OF NEW PATH OR WAY

A new footpath from the same point on Troed-Rhiw-Las-Lane leading generally south-south-westerly along a footway adjacent to the vehicular road to the school, to terminate at the entrance to the leisure centre car park approximately 10 metres from the southern corner of the sports pitches to meet the new route of footpath 39.

AND

A new footpath from the vehicular entrance to Risca Community Comprehensive School and the leisure centre, crossing the carpark along the northern edge in a north-eastern direction before entering a grassed area to terminate on Ysguborwen Lane 15 metres to the north-west of the original termination point.
