PENDERFYNIAD CYNGOR GWYNEDD AR ASESIAD O’R EFFAITH AMGYLCHEDDOL DAN REOLIADAU ASESU EFFEITHIAU AMGYLCHEDDOL (GWAITH GWELLA DRAENIO TIR) 2017, FEL Y CAWSANT EU DIWYGIO

Mae Cyngor Gwynedd yn cyhoeddi drwy hyn eu bwriad i fynd ymlaen â’r gwaith gwella draenio dan sylw uchod.

Nod y cynigion yw lliniaru llifogydd ym mhentref Mynydd Llandegai, trwy gyfuniad o ymyriadau gan gynnwys; cynnal a chadw rhwydwaith ffosydd ym Mharc Tan y Bwlch, ail-broffilio a bwndio lleol ar dir ger Lôn y Grug, strwythurau mewnfa newydd a chwlfer draenio ar Lôn Deiniolen a Lôn Grug, ac uwchraddio cwlfer ar Ffordd Hermon.

Mae cynigion hefyd i liniaru llifogydd ar hyd Afon Beuno ac Afon Gwyrfai ym Mhontnewydd, sy'n cynnwys; codi lefelau'r tir, adeiladu waliau llifogydd a strwythurau cysylltiedig, cryfhau waliau llifogydd, dymchwel ac ailadeiladu rhan o wal llifogydd, newidiadau i ddraenio'r briffordd ac adeiladu bwnd.

Mae’r gwaith yn cyfrif fel ‘gwaith gwella/addasu’ dan Reoliadau Asesu Effeithiau Amgylcheddol (Gwaith Gwella Draenio Tir) 2017, fel y diwygir, ac felly mae angen i’r cynllun gael ei sgrinio i asesu os yw’n debygol o effeithio yn niweidiol ar yr amgylchedd, ac os bydd angen paratoi Datganiad Amgylcheddol. Ar derfyn yr adroddiad sgrinio amgylcheddol, penderfynodd y Cyngor nid oes angen Datganiad Amgylcheddol ar gyfer y cynllun yma. Y rheswm am hyn yw gan nad oes disgwyl effeithiau amgylcheddol arwyddocaol ynghlwm a’r gwaith .

Mae copïau o’r adroddiad sgrinio amgylcheddol i’r cynllun ar gael i’w archwilio am ddim ac ar unrhyw adeg resymol o’r dydd a chyn pen 30 diwrnod i ddyddiad cyhoeddi’r hysbysiad yma. Bydd copïau o’r adroddiad i’w gweld yn Swyddfeydd Cyngor Gwynedd yn Stryd y Jêl, Caernarfon, Gwynedd, LL55 1SH.

GWYNEDD COUNCIL

MYNYDD LLANDEGAI, GWYNEDD, FLOOD ALLEVIATION & BONTNEWYDD, GWYNEDD, FLOOD ALLEVIATION

ENVIRONMENTAL IMPACT ASSESSMENT DETERMINATION BY GWYNEDD COUNCIL UNDER THE ENVIRONMENTAL IMPACT ASSESSMENT (LAND DRAINAGE IMPROVEMENT WORKS) (AMENDMENT) REGULATIONS 2017

Gwynedd Council hereby announce the intention to proceed with the above mentioned drainage improvement works.

The proposals aim to alleviate flooding in the village of Mynydd Llandegai, involving a combination of interventions including; maintenance of ditch network at Parc Tan y Bwlch, localised re-profiling and bunding on land near Lon y Grug, new inlet structures and drainage culverts on Lon Deiniolen and Lon Grug, and culvert upgrade on Ffordd Hermon.

There are also proposals to alleviate flooding along the Afon Beuno and Afon Gwyrfai at Bontnewydd, which include; the raising of ground levels, construction of flood walls and associated structures, flood wall strengthening, demolishing and reconstructing a section of flood wall, highway drainage alternations and construction of a bund

The works are considered ‘improvement/alteration works’ under the Environmental Impact Assessment (Land Drainage Improvement Works) (Amendment) Regulations 2017, as amended, and therefore must be screened to determine whether significant environmental effects are likely and hence an Environmental Statement is required. Following the completion of an environmental screening report it has been decided not to produce an Environmental Statement in respect of the proposed improvement works because such effects are not considered likely.

Copies of the environmental screening report relating to the scheme may be inspected free of charge at all reasonable hours within 30 days of the publication of this notice at the Gwynedd Council Offices in Penrallt, Caernarfon, LL55 1BN.

Any person may, within 30 days of the publication of this Notice, express an opinion in relation to the likely environmental effects of the proposed improvement works. Any such expression of opinion must be made in writing to Mr. R. Williams, Flood and Coastal Erosion Risk Management Unit, YGC, Gwynedd Council Offices Penrallt, Ffordd Pafiliwn, Caernarfon, LL55 1BN. In the preparation of any such opinion it should be borne in mind that the substance of it may be communicated to other people who may be affected by it.
