STATUTORY NOTICE

Proposal to Establish an Additional Resource Base at Earls Hall Primary School

NOTICE

Notice is hereby given, in accordance with the Education and Inspections Act 2006 and associated regulations, that Southend-on-Sea City Council proposes to establish an Additional Resource Base at the school detailed below.

Earls Hall Primary School, Victoria Avenue, Southend-on-Sea, Essex SS0 0QH

DESCRIPTION OF THE PROPOSAL

The Council proposes to establish an Additional Resource Base at Earls Hall Primary School for pupils with an Education, Health and Care Plan (EHCP) whose primary area of need is Communication and Interaction.

CAPACITY

The Additional Resource Base will provide places for up to 21 pupils.

AGE RANGE

The provision will serve pupils within the existing primary age range of Earls Hall Primary School.

RATIONALE

This proposal supports the Council’s statutory duty to ensure sufficient and appropriate provision for children and young people with special educational needs and disabilities. The proposal will increase local provision, promote inclusive education and reduce reliance on out-of-borough placements.

IMPLEMENTATION DATE

Subject to approval, the Additional Resource Base is proposed to open in a phased manner from September 2026.

ADMISSION ARRANGEMENTS

Admissions to the Additional Resource Base will be made through the statutory Education, Health and Care Plan process and not through the school’s mainstream admission arrangements.

EQUALITIES

The Council has given due regard to its duties under the Equality Act 2010. The proposal is expected to have a positive impact on children and young people with disabilities by increasing access to local, high-quality and inclusive educational provision.

REPRESENTATIONS

Any person may object to or make comments on this proposal. Representations must be made in writing and received no later than 6th July 2026.
