Making Significant Changes to a School
Blackburn with Darwen Borough Council is undertaking two statutory consultations in accordance with the Department for Education statutory guidance “Making significant changes (‘prescribed alterations’) to maintained schools, August 2025”, as the proposals constitute prescribed alterations, as follows:
- Proposal to expand Newfield school onto an additional site in order to provide 60 additional specialist places for pupils with special educational needs and disabilities (SEND).
Newfield School: Shadsworth Road, Blackburn, Lancashire, BB1 2HR.
- In partnership with St James Church of England Primary School, Blackburn, the proposal is to establish a Special Educational Needs (SEN) Unit.
St James Church of England Primary School, Blackburn Lancashire, BB1 8EG.
The proposals forms part of the Local Authority’s responsibilities to plan and secure sufficient, appropriate and inclusive education provision for children and young people with special educational needs and disabilities (SEND).
