Proposed Changes to Street Trading Designations in North Norfolk
North Norfolk District Council (NNDC) is proposing changes to street trading designations under Schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982. These changes aim to manage public spaces safely, support local businesses, and prevent nuisance.

What is Changing?
The Council intends to update the designation of streets across the district from 1 April 2026. Some streets will be classified as either:
Prohibited Streets – Street trading is not allowed.
Consent Streets – Street trading is allowed only with a Street Trading Consent issued by NNDC.
Key Proposed Changes
Urban Centres:
Cromer, Fakenham, North Walsham, and Sheringham –
all unprohibited streets will become Consent Streets to allow controlled trading and support vibrant town centres.
New Prohibited Streets:
All streets with schools and certain narrow/busy roads, including:
Cromer: Mill Road, Norwich Road
Fakenham: Field Lane, Highfield Road, Norwich Road, Queens Road
North Walsham: Manor Road, Recreation Road, Spenser Avenue
Stalham: Brumstead Road, Old Yarmouth Road
Plus, additional school-adjacent roads in villages such as Catfield, Colkirk, East Ruston, Mundesley, Worstead, and others.
• New Consent Streets:
Entire villages or key thoroughfares, including:
– Blakeney (all streets)
– Cley (Coast Road, New Road, High Street)
– Gimingham (all streets)
– Horning (multiple roads as listed in the policy)
– Walsingham High Street, Wells Staithe Street
– Weybourne The Street and Sheringham Road
– Additional streets in Holt, Salthouse, Stiffkey, and others.

These proposals are made under Schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982, which allows local authorities to designate streets for street trading and set conditions for trading consents.
