CYHOEDDIAD O FWRIAD I BEIDIO Â PHARATOI DATGANIAD AMGYLCHEDDOL

Rheoliad 12B Rheoliadau Asesiad o’r Effaith Amgylcheddol (Gwaith Gwella Draenio Tir) SI1999/1783 fel y’i diwygiwyd

Prosiect Mwynglawdd Metel Nant y Mwyn – Gwaith Amddiffyn Dros Dro i Atal Erydiad

Mae Cyfoeth Naturiol Cymru yn hysbysu ei fod yn bwriadu cynnal gwaith amddiffyn dros dro i atal erydiad fel rhan o brosiect mwynglawdd metel Nant y Mwyn, ger pentref Rhandirmwyn yn Sir Gaerfyrddin, tua 10 km i’r gogledd o Lanymddyfri. (Cyfeirnod Grid Cenedlaethol bras ar gyfer canol y safle - SN 781 446).

Prif amcan hirdymor prosiect mwynglawdd metel Nant y Mwyn yw lleihau llwyth metel sy’n mynd i mewn i lednentydd Nant y Mwyn a Nant y Bai ac yn y pen draw i afon Tywi, sy’n methu â chyrraedd safonau Cyfarwyddeb Fframwaith Dŵr ar gyfer metelau.

Mae sianel bresennol Nant y Bai yn erydu tomenni rwbel sydd ar hyd y lan yn uniongyrchol ac yn cyfrannu at lwyth metelau yn y nant.

Mae’r prosiect yn cynnig gosod atebion dros dro tymor byr mewn wyth lleoliad gwahanol ar hyd Nant y Bai. Mae hyn yn cynnwys gosod mesurau amddiffyn rhag erydiad ar hyd tua 98m o hyd cyfan y nant i atal erydu’r rwbel ymhellach pan fydd y llif yn uwch (gan gynnwys gosod bagiau cerrig, rholiau creigiau, matiau geotecstil, polion pren ac ymgymryd â thrawsleoli glaswelltir). Yn ogystal, cynigir gosod pedwar trap gwaddod malurion a gosod pibell blastig 28m i gario gollyngiad dŵr ar draws rwbel i atal ymdreiddiad.

Bydd y mesurau arfaethedig yn lleihau faint o ddŵr halogedig a deunydd gwaddod sy’n mynd i mewn i Nant y Bai. Ystyrir bod y gwaith yn waith dros dro cyn datrysiad ataliol parhaol yn y dyfodol.

Mae Cyfoeth Naturiol Cymru o’r farn nad yw’r gwaith gwella hwn yn debygol o gael effaith sylweddol ar yr amgylchedd ac nid yw’n bwriadu paratoi Datganiad Amgylcheddol ar ei gyfer. Er nad oes bwriad o gael Datganiad Amgylcheddol, mae’r cynllun wedi ystyried ffactorau amgylcheddol sy’n gysylltiedig â’r safle a chafodd Cynllun Gweithredu Amgylcheddol ei baratoi i’w ddefnyddio yn ystod y prosiect. Mae caniatadau priodol hefyd yn cael eu ceisio ar gyfer gwaith o fewn Safle o Ddiddordeb Gwyddonol Arbennig (SoDdGA).

Gellir cael gwybodaeth am y Cynllun Gweithredu Amgylcheddol a dyluniad y cynllun o’r cyswllt isod.

Dylai unrhyw un sy’n dymuno cyflwyno sylwadau mewn perthynas ag effeithiau amgylcheddol tebygol y gwaith gwella arfaethedig wneud hynny yn ysgrifenedig, a’u hanfon i’r cyfeiriad a nodir isod, o fewn 30 diwrnod i ddyddiad cyhoeddi’r hysbysiad hwn.

ANNOUNCEMENT OF INTENTION NOT TO PREPARE AN ENVIRONMENTAL STATEMENT

Regulation 12B of the Environmental Impact Assessment (Land Drainage Improvement Works) SI1999/1783 as amended

Nant y Mwyn Metal Mine Project – Temporary Scour Protection Works

Natural Resources Wales gives notice that it proposes to carry out temporary scour protection works as part of the Nant y Mwyn metal mine project, located near to the village of Rhandirmwyn in Carmarthenshire, approximately 10 km north of Llandovery. (approximate National Grid Reference for the centre of the site - SN 781 446).

The principle long-term objective of the Nant y Mwyn metal mine project is to reduce metal loadings entering the Nant y Mwyn and Nant y Bai tributaries and ultimately the Afon Tywi, which fails Water Framework Directive standards for metals.

The existing Nant y Bai channel is directly eroding spoil heaps that line the bank, contributing to metal loading within the stream.

The project proposes to install short-term interim solutions in eight separate locations along the Nant y Bai. This includes the installation of scour protection measures along approximately 98 m total length of the stream to prevent further erosion of the spoil during higher flows (including installing rock bags, rock rolls, geotextile matting, timber stakes and undertaking grassland translocation).

In addition, it is proposed to install four brash sediment traps and a 28 m plastic pipe to carry a water discharge across spoil to prevent infiltration.

The measures proposed will reduce the amount of contaminated water and sediment material entering the Nant y Bai. The works are considered temporary works in advance of a future permanent preventative solution.

Natural Resources Wales considers that these improvement works are not likely to have significant effects on the environment and does not intend to prepare an Environmental Statement in respect of them. Although an Environmental Statement is not proposed, the scheme design has considered environmental factors associated with the site and an Environmental Action Plan (EAP) has been prepared for use during the project. Appropriate consents are also being sought for work within a Site of Special Scientific Interest (SSSI).

The EAP and scheme design information can be obtained from the contact below.

Any person wishing to make representations in relation to the likely environmental effects of the proposed improvement works should do so, in writing, to the address specified below, within 30 days of the date of publication of this notice.
