What is happening?

CHELTENHAM BOROUGH COUNCIL (MARKETS) BILL

NOTICE IS HEREBY GIVEN that an application is being made to Parliament by Cheltenham Borough Council for leave to introduce a Bill (“the Bill”) under the above name or short title.

The following is a concise summary of the purposes of the Bill:

1. to repeal section 83 of the Cheltenham Improvement Act 1852 (which prohibits market and related activities on the High Street or any other street in the borough); and

2. to introduce a power for an authorised person to issue a fixed penalty notice to any person who the authorised person has reason to believe has committed an offence contrary to byelaws made under section 60 of the Food Act 1984 (which concerns market byelaws).

On and after 4th December 2025 a copy of the Bill may be inspected and copies of it obtained at the price of £1 each at the offices of:

Objection to the Bill may be made by depositing a Petition against it. If the Bill originates in the House of Commons the latest date for depositing a Petition in the Private Bill Office of that House will be 30 January 2026. If the Bill originates in the House of Lords, the latest date for depositing a Petition in the Office of the Clerk of the Parliaments in that House will be 6 February 2026.

The latest date for depositing a Petition in the Second House will be the tenth day after the first reading of the Bill in that House or, if the House is not sitting on that day, on the next day on which that House sits.
