• Tir rhyddhau 11.80 hectarau – tir ym Mynydd Maen. Mae angen rhyddhau’r tir i hwyluso’r datblygiad arfaethedig.

• Tir amnewidiad 14.50 hectarau – tir yng Nghwm Lickey, Coed Cae Dafydd Watkin, Gelli Gravog sy’n uniongyrchol gyfagos i’r comin.

Cydsyniad o dan Adran 38 (Gwaith Tir Comin) Deddf Tiroedd Comin 2006 (fel y’i diwygwyd)

• Gwaith ar dir ym Mynydd Maen - bydd angen ardaloedd gwaith dros dro i’w defnyddio fel cyfansoddyn adeiladu a phyllau benthyg ac ar gyfer ffosydd draenio, storio pridd, traciau a cheblau.

Rhoddird hysbysiad drwy hyn y bydd Arolygiaeth a benodwyd gan Weinidogion Cymru, Richard E Jenkins BA (Hons) MSC MRTPI yn cynnal sesiynau Gwrandawiad ar:

Dydd Mercher 03 Rhagfyr 2025 (Sesiwn Gwrandawiad 2)

Dydd Iau 04 Rhagfyr 2025 (Sesiwn Gwrandawiad 3)

Town and Country Planning Act 1990 (As Amended)

The Developments of National Significance (Procedure) (Wales) Order 2016

The Developments of National Significance (Wales) Regulations 2016

Application by: Renewable Energy Systems Limited

Application site: Land at Mynydd Maen, between Newbridge and Cwmbran

Proposed Development: The proposed wind farm comprises 13 horizontal axis wind, turbines along with an improved site entrance, new and improved access tracks, crane hardstandings, control building and substation compound, electricity transformers, underground cabling, and drainage works.

The DNS planning Application is also accompanied by two Secondary Consent Applications for:

Consent under Section 16 (Deregistration and Exchange of Common Land) of the Commons Act 2006 (As Amended)

• Release land 11.80 hectares – land at Mynydd Maen. The release land is required to facilitate the proposed development.

• Replacement land 14.50 hectares – land at Cwm Lickey, Coed Cae Dafydd Watkin, Gelli Gravog directly adjoining the common.

Consent under Section 38 (Works on Common Land) of the Commons Act 2006 (As Amended)

• Works on land at Mynydd Maen – temporary works areas will be needed for use as a construction compound and borrow pits and for drainage ditches, soil storage, tracks and cabling.

Notice is hereby given that an Inspector appointed by the Welsh Ministers,

Richard E Jenkins BA (Hons) MSC MRTPI, will hold Hearing sessions on:

Tuesday 02 December 2025 (Hearing Session 1)

Wednesday 03 December 2025 (Hearing Session 2)

Thursday 04 December 2025 (Hearing Session 3)

These sessions will be held virtually via Microsoft Teams.

Detailed Instructions will be provided to invited participants in due course.

The purpose of the Hearings is for the Inspector to hear evidence relating to:

Landscape and Visual Impact and Public Rights of Way (Turbines 4 and 11) (Hearing Session 1), Ecological Matters and Aviation, Telecommunications and Public safety (Hearing Session 2) and Minerals Safeguarding – sandstone, Planning Conditions / Obligations and Secondary Consent Applications

– Section 16 of the Commons Act 2006, Secondary consent application – Section 38 of the Commons Act 2006 (Hearing Session 3)

Please note that although the events are open to members of the public to observe, only those specifically invited by the Inspector are entitled to participate. Anyone wishing to observe should lodge a request with Planning & Environment Decisions Wales by 18.11.2025 using the contact details at the bottom of this notice. Please ensure all correspondence quotes the application reference number – 3276725.
