(Y “Rheoliadau”)

O dan ddarpariaethau Deddf Llywodraeth Leol 2000 (y “Ddeddf”) gall y Cyngor weinid trefniadau i gyflawni ei swyddogaethau mewn ffordd benodol a ddiffinnir yn Adrannau 11(2) i (4) y Ddeddf neu yn y Rheoliadau a wnaed o dan Adran 11(5).

Mae’r Rheoliadau hefyd yn cynnwys darpariaeth sy’n nodi y gellir deisebu’r Cyngor i gynnal refferendwm ynghylch a ddylai’r Cyngor weithredu trefniadau gweithrediaeth sy’n cynnwys math o weithrediaeth y mae’n ofynnol cynnal refferendwm a geir os yw o leiaf 10% a etholwyr Llywodraeth Leol o blaid hynny. Rhaid i’r Cyngor ddatgan rhif sy’n hafal i 10% a bleidleiswyr yr ardal Llywodraeth Leol.

RHODDIR RHYBUDD DRWY HYN mai’r rhif sy’n hafal i 10% o’r etholwyr cofrestredig yng Nghyngor Bwrdeistref Sirol Blaenau Gwent yw (Y Rhif Dilysu) 4997.

Mae’r rheolau ynghylch sut i gyflwyno deiseb wedi’u cynnwys yn y Rheoliadau ar ddiwedd y Rhybudd hwn. Fodd bynnag, chwe mis yw hyd cyfnod deiseb, a bydd y cyfnod yn dechrau ar 6 Mai 2026 tan 6 Tachwedd 2026.

BLAENAU GWENT COUNTY BOROUGH COUNCIL

The Local Authorities (Referendums) (Petitions and Directions) (Amendment) (Wales) Regulations 2003

(The “Regulations”)

Under the provisions of the Local Government Act 2000 (the “Act”) the Council is able to arrange for the discharge of its functions in a specified form defined in Sections 11(2) to (4) of the Act or in Regulations made under Section 11(5).

The Regulations also provide that the Council may be petitioned to hold such a referendum on whether the Council should operate executive arrangements involving a form of executive for which a referendum is required if at least 10% of the Local Government electors in the authority’s area require it. The Council has to publish a statement of what figure represents 10% of the electorate.

NOTICE IS HEREBY GIVEN that the number of electors (The Verification Number) representing 10% of the registered electors in the Blaenau Gwent County Borough Council is 4997.

The rules for the presentation of a petition are contained in the Regulations shown at the head of this Notice. However, the petition period is six months and commences on the 6 May 2026 until 6 November 2026.
