What is happening?
Commencement of landlords requiring a licence to operate in a
Selective Landlord Licensing area
The Council of the City of Salford hereby gives notice of the
designation of Selective Landlord Licensing in accordance with
The Housing Act 2004 for the Broughton, Kersal and Broughton
Park area.
This designation was made on ****** pursuant to s.80 of the
Housing Act 2004. The Council of the City of Salford has the
Secretary of State’s general approval to make the designation
for the purposes of section 82(1)(b) of the Act pursuant to:
The Housing Act 2004: Licensing of Houses in Multiple Occupation
and Selective Licensing of Other Residential Accommodation
(England) (General Approval 2024) which came into force on
23rd December 2024.
The designation will commence on 5th January 2026 and will last
for five years, unless revoked at an earlier date.
Under the scheme, private landlords who rent out a property, which
falls within this area, will be required to apply for a licence, subject
to any statutory exemptions. The designation may be inspected at
Salford Civic Centre, Chorley Rd, Swinton, M27 5BY.
After 6 April 2026, the consequences of failing to licence a property
that is required to be licensed include a criminal sanction of a fine or
a civil penalty, having a rent repayment order, interim management
order or final management order made against them.
The area covered by this designation is bounded by the following
roads and boundaries: Great Cheetham Street West, St. James
Road, Highclere Avenue, Winterford Road, Marsland Street,
Orient Street, Great Cheetham Street East, Tetlow Lane, Japan
Street, Northumberland Street, Bury New Road and the River Irwell.
All landlords, managing agents and tenants should contact
