What is happening?

NOTICE OF APPLICATION FOR SAFETY ZONE SCHEME
DURING CONSTRUCTION AND MAJOR MAINTENANCE
OF THE HORNSEA THREE OFFSHORE WIND FARM

Notice is hereby given that Orsted Hornsea Project Three (UK) Limited ("the Applicant"), have applied for consent from the Department for Energy Security and Net Zero as set out in the Energy Act 2004 and the Electricity (Offshore Generating Stations) (Safety Zones) (Application Procedures and Control of Access) Regulations 2007 (SI No 2007/1948) for safety zones as detailed below, for the consented Hornsea Three Offshore Wind Farm - located approximately 65 nautical miles (nm) north east of the Norfolk coastline - during construction and periods of major maintenance during the operational phase. Further details and figures pertaining to the location of the Hornsea Three Offshore Wind Farm may be found in Section 2 of the supporting safety zone application (see below).

The following safety zones will be applied for:
 • "Rolling" 500 metre (m) safety zones established around each structure and/or their foundations whilst construction works are in progress, as indicated by the presence of a construction vessel.
 • Pre-commissioning 50m safety zones established around each structure and/or their foundations when construction works have been completed but prior to commissioning or where construction works have only been partially completed.
 • 500m safety zones established around each structure where "major maintenance" work is being undertaken, where major maintenance is as per the definition given in the Electricity Regulations 2007.

Details of the safety zones will be provided via Notice to Mariners prior to the commencement of any construction and major maintenance operations. Further detail will be provided in the supporting safety zone application, for which a request may be made for a copy up to 13th November 2025 by email to consultation@anatec.com (referencing "Hornsea Three Safety Zone Application" in the subject line).
Any person wishing to make representations to the Secretary of State about the application should do so by email to the Secretary of State, Energy Infrastructure Planning Team, Department for Energy Security and Net Zero at energyinfrastructureplanning@energysecurity.gov.uk stating the name of the proposal and nature of their representations, no later than 13th November 2025.
