Notice of Consultation on the Main Modifications

Planning and Compulsory Purchase Act 2004 (as amended), Section 20 (7)

Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended)

On 18 December 2024, the Council submitted the ‘Proposed Submission’ version of the Waltham Forest Local Plan Part 2 (Site Allocations) to the Secretary of State for Housing, Communities and Local Government in accordance with Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).

Local Plan Part 2 (Site Allocations) allocates specific sites to provide new housing, jobs, social infrastructure and other uses, and sets out guidance for their development. The allocated sites are strategic and key sites that the Council expects be developed over the Plan Period.

The Secretary of State has appointed Inspector David Troy BSc (Hons) MA MRTPI to undertake an independent examination of the Waltham Forest Local Plan Part 2 (Site Allocation).

Following the conclusion of the examination hearings in early July 2025, the Inspector has issued the Council with his Post-Hearing Letter, which identifies that the Plan, as submitted, is unsound but could be made sound through proposed Main Modifications (MMs). The Inspector has asked the Council to prepare a schedule of MMs for formal consultation based on those identified within his letter, and to publish supporting documents as necessary.

The Council is therefore inviting representations on the following documents:

    • Schedule of Proposed Main Modifications to Local Plan Part 2

    • Schedule of Proposed Modifications to the Local Plan Policies Map

    • Proposed Local Plan Policies Map

    • Sustainability Appraisal Addendum (Post-Hearing Main Modifications)

  • Habitats Regulations Assessment Addendum (Post-Hearing Main Modifications)

Making a Representation

The consultation period runs from Monday 11 August to Monday 13 October 2025. This is three weeks longer than the statutory requirement, to account for the consultation falling over the summer holidays.

Representations should be made in writing and should be submitted as follows:

  • By post to: Place and Design Team, London Borough of Waltham Forest, Waltham Forest Town Hall, Forest Road, Walthamstow, E17 4JF

Representations must be received by 5:00 pm on Monday 13 October 2025. At this stage, comments are only being invited on the proposed Main Modifications to the Plan. This consultation is not an opportunity to raise matters relating to other parts of the Plan.

All representations received within the statutory consultation period will be submitted to the Inspector for consideration in preparation of their final report.

Please note all comments will be held by the Council and will be available to view publicly. Comments cannot be treated as confidential. Your personal information such as your postal and e-mail address will not be published, but your name and organisation (if relevant) will.

The London Borough of Waltham Forest maintains a database of consultees who wish to be kept informed about the Local Plan. In responding to this consultation your contact details will automatically be added to the consultation database (if not already held). If you do not want to be contacted about future Local Plan consultations, please state this in your response.
