What is happening?

NOTICE OF CONFIRMATION OF AN ORDER

HIGHWAYS ACT 1980

PUBLIC PATH DIVERSION ORDER 2022

FOOTPATH 11 BLACK NOTLEY

On 23 July 2025 Essex County Council confirmed the above order made under section 119 of the Highways Act 1980. The effect of the order as confirmed is to divert part of Footpath 11 Black Notley commencing from a point at the junction of Mill Lane and Lynderswood Lane at grid reference 57439,21833 proceeding in a generally southward direction along a private driveway then horse paddocks to the far field edge where it continues eastward along the hedgerow to the electricity pylon, to an alternative route commencing from a point approximately 10 metres south-westward of its original point, proceeding in a generally southward direction on the western side of the hedge then through horse paddocks to the far field edge, then continuing eastward on the north side of the hedge to rejoin the existing path close to the electricity pylon as shown on the order map.

A copy of the order as confirmed and the order map can be requested to be posted or viewed by emailing publicpathorders@essexhighways.org or to arrange a suitable time to view the document quoting the order title. The document can be made available for inspection from 8:30am-4:30pm Mon-Fri at Essex County Council, County Hall, E block main reception, Market Road, Chelmsford CM1 1QH. A copy is also available on the Essex Highways website at: www.essexhighways.org/public-path-notices and has also been sent to Black Notley, Great & Little Leighs, Chelmsford City and Braintree District Councils.

The alternative route comes into force on 21/08/2025 and the old route will be stopped up with effect from 28/08/2025, but if a person aggrieved by the order wants to question the validity of that any provision contained in it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Order, he or she may, under paragraph 2 of Schedule 2 to the Act within 6 weeks from 07/08/2025, make an application to the High Court.
