The Borough Of Reigate And Banstead (Off-Street Parking Places) Order 2025

NOTICE IS HEREBY GIVEN that Reigate & Banstead Borough Council proposes to make an Order in exercise of its powers under Sections 32 and 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the 1984 Act”), the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“SI 1996/2489”) and the Road Traffic Act 1991 as amended by the Traffic Management Act 2004 and all other enabling powers which will require the consent of Surrey County Council in accordance with Section 39 (3) of the 1984 Act and consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act and the Road Haulage Association and the Freight Transport Association in accordance with Regulation 6 of SI 1996/2489. The general nature and effect of this Order will be to maintain the provisions of the Reigate and Banstead (Off-Street Parking Places) Order 2024 and to:-

a) increase pay and display prices (as set out in table 1 below);

b) increase season ticket & contract space prices;

c) Inclusion of new car park based at Horley Leisure Centre Car Park, Anderson Way Horley, free parking for up to 4 hours, £20 for all day parking

d) Inclusion of new car park based at Tadworth Leisure Centre Car Park, Preston Manor Road, Tadworth free parking for up to 4 hours, £20 for all day parking;

e) Inclusion of new car park based at Hearthstone Car Park, Portland Drive, Merstham, maximum period of waiting 2 hours no return within 3 hours. Disabled parking maximum waiting period 3 hours.

f) Inclusion of new car park based at Marketfield Way Service Yard, Marketfield Way, Redhill, only vehicle’s displaying a valid residents permit are permitted to park in designated bays & Loading bays maximum period of loading 40 minutes;

g) Introduction of new tariff within Donyngs Leisure Centre Car Park, Redhill;

h) Updated site plans for all car parks;

i) Varied all free car parks no return times (as set out in table 1 below);

j) revoke the Reigate and Banstead (Off-Street Parking Places) Order 2024.

Implementation date: It is proposed that the Order will come into force on 21 July 2025.

Further details: A copy of the proposed Order and other applicable documents may be inspected at the Reigate & Banstead Borough Council Offices, Town Hall, Castlefield Road, Reigate, Surrey, RH2 0SH on Mondays to Fridays between the hours of 9.00am and 4.30pm.

Objections: All objections and representations relating to the proposed Order, must be made in writing, specifying the grounds upon which they are made, to the Head of Neighbourhood Operations, by email to parkingconsultation@reigate-banstead.gov.uk or by post to the Council offices (address as above) no later than 4.30pm on 4 July 2025.
